City of Berkeley Organization Chart

The residents of Berkeley are the highest level in the City’s organization chart. They directly elect the Mayor and the eight other members of the City Council, the members of the Rent Board, the members of the School Board, and the City Auditor.

The nine members of the City Council (eight elected by district and the mayor, elected at-large) appoint the members the Board of Library Trustees and the members of the City’s Boards and Commissions. The Boards and Commissions serve as advisory bodies to the Council, although some have quasi-judicial functions. The Berkeley Housing Authority members are appointed by the Mayor and confirmed by the Council.

The Mayor and Council select and confirm the City Manager, who acts as a Chief Executive Officer for the rest of the City government. The City Manager is responsible for the administration of City services and programs, enforcement of the City's Municipal Code and ordinances, and preparation of the annual budget. The department directors are selected by the City Manager and confirmed by the City Council.
