BERKELEY APPOINTS ACTING MANAGER FOR THE OFFICE OF ECONOMIC DEVELOPMENT
Berkeley, California (Thursday, November 09, 2006) - The City of Berkeley is pleased to announce the appointment of Michael Caplan as the Acting Manager in the Office of Economic Development. Mr. Caplan replaces Tom Myers, who led the department for the last four years.
Mr. Caplan has extensive experience and expertise in economic development. He started his career in the economic development field in 1985 conducting economic analyses and designing development strategies for public and private sector clients. In 1986, he began working for San Jose’s Office of Economic Development managing the Enterprise Zone Program and coordinating small business assistance efforts. Mr. Caplan began working for the City of Berkeley in 1989 in the Office of Economic Development as the Downtown Coordinator. Some of his major projects include Berkeley’s Main Street Program; the Downtown Berkeley Public Improvements Plan; the Downtown Berkeley Arts District Plan; the Downtown Berkeley Business Improvement District; and, a host of other programs and legislation related to commercial revitalization and sustainability. Mr. Caplan was appointed Assistant to the City Manager (Neighborhood Services Liaison) in 2001.
As a Neighborhood Services Liaison (NSL), Mr. Caplan was primarily responsible for the West Berkeley area and portions of Downtown. Working closely with elected officials, residents, community groups, and inter-departmental teams, he developed action plans to effectively respond to neighborhood concerns and improve service delivery. Mr. Caplan’s energy, optimism, and expertise coupled with his rapport with the community have amply prepared him for this position.
Mr. Caplan is a U.C. Berkeley graduate of the Masters' program in Urban and Regional Planning, with a special emphasis on economic development.
