CITY COUNCIL APPROVES SELECTION OF PUBLIC WORKS DIRECTOR
Berkeley, California (Thursday, September 22, 2011) - At its meeting Tuesday night, the Berkeley City Council confirmed the City Manager’s appointment of Andrew Clough as Public Works Director. Clough has been Acting Director of Public Works since January, and served as Deputy Director of Public Works since 2008.
“Public Works is the City’s largest department, and its services and personnel are very diverse,” said City Manager Phil Kamlarz. “Andrew is a level-headed leader who effectively manages the department’s day-to-day operations. But he also brings the kind of analytic and strategic thinking that will move the Department-- and the City-- forward.”
The appointment is effective October 2, 2011.
Clough came to the City of Berkeley as Deputy Director of Operations in 2008. As Deputy Director, he oversaw the Corporation Yard and Operations, as well as assisted the Director with major projects. Those major projects include compliance with the Environmental Protection Agency order regarding sanitary sewer overflows, coordination with Police and Fire on radio interoperability analysis, Solid Waste Division analysis and contract negotiations, and the development of the Fiscal Year 2012 Work Plan and Capital Improvement Program.
Before coming to the City, Clough worked for the City of Oakland, where he managed Engineering and Environmental Programs in the Community and Economic Development Agency, administered utilities and infrastructure for the Base Reuse Authority, and managed the Storm Water program in Public Works. He has also worked as a geologist in a private firm, as a spill-response coordinator and hazardous materials planner for the Port of Oakland, and as an operations officer for the U.S. Coast Guard.
Andrew has Bachelor's Degree in Geology from the University of Rhode Island, a Master’s Degree in Geology and Hydrogeology from California State University, East Bay.
About the Department
Public Works is responsible for maintaining the City’s physical assets and infrastructure in a safe and serviceable condition. The Department provides services ranging from property management to equipment maintenance and solid waste collection and disposal. The Public Works budget is about a quarter of the total City budget.
The Department is organized into six operating divisions: Office of the Director, Operations, Engineering, Solid Waste Management, Transportation, and Fiscal and Administrative Services.
