Previous versions of the Downtown Area Plan (DAP) are provided here as background information. City Council rescinded the DAP that it adopted in July 2009, after sufficient signatures were gathered for a referendum. Planning Commission and Downtown Area Plan Advisory Committee (DAPAC) served as advisory bodies, and each made separate recommendations to City Council. Some substantive differences exist between these versions of the DAP, such as on the number of taller buildings to allow (as described in the chart below):
