The City of Berkeley Housing Element serves as the City's framework for housing goals, policies, and detailed programs for meeting existing and future housing needs and for increasing affordable housing opportunities. The current 2015-2023 Housing Element (HE) addresses the planning period of January 31, 2015 to January 31, 2023 as required by the State Housing Element Law (Government Code 65588). The HE guides decisions to facilitate the development, rehabilitation, and availability of housing in Berkeley.
The purpose of the Housing Element is to:

- Determine the existing and projected housing needs of Berkeley residents;
- Identify adequate parcels via the site inventory process to facilitate the development of housing for various income levels to accommodate Berkeley’s share of regional need;
- Establish goals and policies that guide decision-making to address housing needs with programs like Homeless Housing and Service Programs, Reasonable Accommodation Ordinance, Housing Trust Fund, Inclusionary Housing Ordinance, etc.; and
- Describe programs that will implement the City’s housing objectives.

California State Law
State law requires each city and county to adopt a general plan containing seven mandatory elements, one of which is housing. Unlike the other general plan elements, the housing element, required to be updated every eight years, is subject to detailed statutory requirements and mandatory review by the California Department of Housing and Community Development (HCD).
