City of Berkeley Permit Service Center (PSC) 

The PSC is where applicants start the development review and permitting process.  The PSC is a consolidated permit counter offering services from four separate agencies in one centralized location to issue permits for Building, Zoning, Fire Prevention and Public Works/Engineering. The Permit Specialists at the PSC coordinate review of building permit applications with other City agencies as needed and issue permits when approved by all responsible agencies.

Overview of Administrative Use Permit
Administrative Use Permits (AUPs) are required for certain construction projects and uses of property that have greater potential for negative impacts on the surrounding neighborhood. The AUP process allows the public to review and comment on these projects, and allows City staff to approve them if they are not detrimental to the neighborhood or inconsistent with the City’s goals and policies for development.  A decision on an AUP may be appealed to the Zoning Adjustments Board and ultimately the City Council. Overview of Use Permit
Use Permits (UP) are required for the use of land or land development when required by the Zoning Ordinance, typically for projects that have potential for negative impacts on the surrounding neighborhood.  A UP is issued by the Zoning Adjustments Board after a public hearing, and may be appealed to the City Council by any aggrieved body. The purpose of this project summary is to provide details about projects that are to be considered by the Zoning Adjustments Board (ZAB).  Public Hearing notices will be sent to affected neighborhood associations and owners and/or occupants within a 300-foot radius of the project site 14 days prior to the ZAB hearing date.
