City of Berkeley
Consolidated Annual Performance and Evaluation Reports

This page links you to the most recent draft or final editions of Berkeley's Consolidated Annual Performance and Evaluation Report (CAPER), a report required of all jurisdictions receiving federal Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and HOME Partnership for Investment Program funds. These funds come from the U.S. Department of Housing and Urban Development (HUD).

The CAPER consists of two key parts:

The reports are generated through use of the federal Integrated Disbursement and Information System (IDIS) that provides data  about CDBG, Emergency Shelter Grant (ESG), and HOME Partnership for Investment programs, including the accomplishments of individual projects. This information is supplemented with narrative descriptions of City of Berkeley performance in affordable housing, homelessness, anti-poverty, and community development policy areas. The CAPER also provides summary financial information about how Berkeley spends federal, state, and local funds in these policy areas.

In addition, you may wish to view two other key housing and community development reports produced by the City of Berkeley Housing Department: the Consolidated Plan for Housing and Community Development and the Annual Action Plans. You may view these reports here

The CAPER is presented here in Adobe Acrobat Portable Document Format (a PDF file) and may be viewed using Adobe Acrobat Reader. If you do not have Adobe Acrobat Reader on your computer, you may download it by dragging your mouse to the "Downloads" button at the left of this page, and clicking on it.
