Consolidated Annual Performance and Evaluation Reports
This page links you to the most recent draft or final editions of Berkeley's Consolidated Annual Performance and Evaluation Report (CAPER), a report required of all jurisdictions receiving federal Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and HOME Partnership for Investment Program funds. These funds come from the U.S. Department of Housing and Urban Development (HUD).
The CAPER consists of two key parts:
A narrative on City of Berkeley and community agency achievements with these funding sources, and
A Grantee Performance Report (GPR), which provides detailed information on each agency receiving community action funds from the City of Berkeley. Beginning in PY2008, the GPR is contained as an attachment to the CAPER.
The reports are generated through use of the federal Integrated Disbursement and Information System (IDIS) that provides data about CDBG, Emergency Shelter Grant (ESG), and HOME Partnership for Investment programs, including the accomplishments of individual projects. This information is supplemented with narrative descriptions of City of Berkeley performance in affordable housing, homelessness, anti-poverty, and community development policy areas. The CAPER also provides summary financial information about how Berkeley spends federal, state, and local funds in these policy areas.
