RECO: Sale or Transfer of Property

RECO compliance must be completed within one year of the date of sale.

Transition from RECO to BESO: Effective December 1, 2015, Berkeley's Building Energy Saving Ordinance (BESO) replaces both the Residential and Commercial Energy Conservation Ordinance (RECO and CECO). The transition from RECO to BESO will begin on October 9, 2015. From October 9th to December 1st, sellers may choose to comply with either RECO or BESO. After October 9th, deferrals from seller to buyer will be granted with a BESO Deferral only. Properties with an existing RECO Form C deferrals on file (from prior to October 9th) may choose to comply with either RECO or BESO within the 12 month deferral timeframe. As of December1st, all new sales transactions of medium and small buildings, including houses with 1-4 dwelling units, will comply with BESO only. Completion of requirements under RECO/CECO will not fulfill future BESO requirements.

4. Knob and Tube Safety Information: Knob and Tube wiring is common in older homes. If your home has Knob and Tube wiring in the attic, you must:

  1. Hire a licensed electrician to inspect the wiring prior to installing any attic insulation
  2. Certify that the wiring is safe to insulate around by filling out Knob and Tube Wiring Safety Inspection Report
  3. Submit Knob and Tube Wiring Safety Inspection Report with your RECO Form A
