The Landmarks Preservation Commission (LPC) packet is available for review at the
Berkeley Main Public Library at 2090 Kittredge Street and at the Permit Service Center at
2120 Milvia Street. 

This meeting is being held in a wheelchair accessible location.

Initiation of Landmark or Structure of Merit designation lies within the range of action to be
considered on each structure or property appearing at any place on the agenda.

Due to the length of the LPC agenda, a Consent Calendar may be used to approve certain
applications and actions at one time. The Consent Calendar may include:
     - Routine business such as approval of minutes and items proposed for continuance.
     - Public hearings on structural alteration permits that are apparently non-controversial, on
       which no adverse comment has been received, and for which no speaker cards have been
       turned in and no persons wishing to speak are present.
The Commission may place items on the Consent Calendar during Agenda Changes. 
Anyone present who wishes to speak on an item should raise his or her hand at that time and
advise the Chairperson, and the item will be pulled.  Any applicant, member of the audience, or
Landmarks Preservation Commissioner may require that an item not be placed on the Consent
Calendar to allow for discussion and testimony (if currently posted for public hearing).

Please refrain from wearing scented products to this meeting.  

The Landmarks Preservation Commission consists of nine members appointed by the City
Council: Austene Hall, Robert Johnson, Christopher Linvill, Miriam Ng, Carrie Olson (Vice
Chair), Gary Parsons (Chair), Antoinette Pietras, Anne Wagley, Steven Winkel.

Please submit written comments in advance of the meeting to the greatest extent possible so
that comments can be distributed to the Commissioners in the agenda packet. 
Commissioners do not have an opportunity to read materials handed out at the meeting. 
Please submit any material for distribution to the LPC Secretary by Wednesday the week prior
to the meeting.

4. CONTINUED PUBLIC HEARINGS 
     A. 1512 La Loma Avenue, Structural Alteration Permit and Mills Act Contract Review for the 
demolition of a garage and the construction of a detached accessory building within the 
La Loma Park Historic district (LM #09-40000022)

        •  Status: Structural Alteration Permit application to legalize demolition of a garage
           and its replacement with a habitable accessory building, to be modified according to
           LPC criteria and subsequent review of existing Mills Act contract.  First public comments
           were heard at the October 1, 2009 LPC Hearing.  Based on concerns for documentation
           of original building conditions, the LPC voted unanimously (9-0-0-0) to continue the item
           to the November Hearing.  The item was inadvertently omitted from the November calendar
           and subsequently was placed on the December special meeting calendar but, at the owner’s
           request, was continued to the January calendar.  At the January meeting, the LPC established
           a set of criteria or guidelines for modifying the current structure to make it appropriate to the
           setting and to the historic character of the Hillside District.
         • LPO Applicability: LPO Section 3.24.060.C requires the LPC to evaluate the project against
           the review standards and criteria contained in Section 3.24.260.
         • Staff Recommendation: Comment on the proposed application to modify the exterior
           of the recently constructed ancillary building and review the Mills Act contract in consideration
           that, while located on a property in a designated historic district, the building in question was
           built without permits to replace the original ancillary building which was removed, also without
           permits; the LPC has provided conditions of approval in line with findings of non-detriment for
           the use permit application in progress.  Staff recommends approval of the alteration plan that
           the LPC finds in compliance with the design criteria approved at the January 7, 2010 hearing
           and that the appointed sub-committee oversee the approved modifications to the newly
           constructed ancillary building.

       B. 1730 La Loma Avenue (Kingman Hall), Alteration Permit (LM#09-40000026)**         
         
• Status: Structural Alteration Permit application to construct structural strengthening for a 
           building identified as potentially hazardous under the City of Berkeley Soft Story Ordinance
           (BMC 19.39).  As requested at the January 7, 2010 hearing, additional illustrative material
           has been provided to aid the review, which is focused solely on the seismic upgrade
           improvements. 
         • LPO Applicability: LPO Section 3.24.060.C requires the LPC to evaluate the project against
           the review standards and criteria contained in Section 3.24.260.
         • Staff Recommendation:  Staff recommends that the LPC approve the project subject to
            identified findings and conditions, including updated notification of tenants and required
            postings.

5. PUBLIC HEARINGS 
       A. 2232 Haste Street (Brower Houses and David Brower Redwood), Structural Alteration Permit
(LM #09-400000XX)
        
          • Status:  Structural Alteration Permit application to provide an exterior stair for emergency
           egress and to raise the roof level of the central portion of the third floor to provide legal
           interior height.
         • LPO Applicability: LPO Section 3.24.060.C requires that the LPC evaluate the project
           according to the review standards and criteria contained in Section 3.24.260.
         • Staff Recommendation: Staff recommends approval of the project as amended and
           updated following the initial submittal on September 16, 2008. 

      B. 2222 Harold Way (Armstrong College), Structural Alteration Permit (LM09-40000001)**         
         • Status:  Structural Alteration Permit application for exterior plaster restoration/repair, a
           new exterior paint scheme, replaced entry doors on the east and south facades to match
           existing configurations, and new sign graphics for the east elevation of the landmark
           building.  
         • LPO Applicability: LPO Section 3.24.060.C requires the LPC to evaluate the project against
           the review standards and criteria contained in Section 3.24.260.
         • Staff Recommendation: Staff recommends approval of the proposed project.

      C. 2300 Shattuck Avenue (CVS-Longs Pharmacy) Structural Alteration Permit (LM#09-40000003)**
         • Status:  Alterations to the signage on a designated City of Berkeley Landmark following
           acquisition of the former Longs Pharmacy by CVS and a “rebranding” of the retail space.
           The canopy signage has been changed and the existing vertical blade sign is to be replaced
           by a larger, redesigned, diagonally oriented blade sign.
         • LPO Applicability: LPO Section 3.24.060.C requires the LPC to evaluate the project
           against the review standards and criteria contained in Section 3.24.260.
         • Staff Recommendation: Staff recommends the LPC discuss the appropriateness of the
           proposed blade sign orientation, color scheme, and vertical scale of the sign as it relates
           to building façade details, and that the LPC give further consideration to the use of the
           “CVS pharmacy” lettering on the diagonal edge of the sign.  In addition, staff recommends
           that the full signage change be considered in the context of a final signage treatment for
           the retail corner of the landmark building.

13. ADJOURN
Room reservation expires at midnight.  The Senior Center employee who monitors the center must be
able to close the building by midnight at the latest.  In order to comply with this standard, the meeting
must adjourn by 11:45 p.m. to provide time to return the furniture to its original location, pack up meeting materials, and vacate the Senior Center.  Please assist by exiting promptly once the meeting has
