Aquatic Park Connection Streetscape Improvement Project
A public streetscape improvement project, in development now, will link pedestrians and bicyclists to the Pedestrian Bike Bridge and park lands on both sides of I-80 with the retail services of 4th Street, incorporating the newly refurbished rail stop. The Berkeley Redevelopment Agency contracted for design of the improvement project and developed a Master Plan for the streetscape in December 2006. Construction of Agency project elements including undergrounding is anticipated in 2009. Construction of developer contributions will be phased with adjacent development.
Implementation is expected in four phases:
Phase I: Agency construction of streetscape improvements at the foot of Addison Street to create a Promenade-like entrance to Aquatic Park , pedestrian and bicycle enhancements to the rail crossing and improvement to the 4th and Addison intersection.
Phase II: Private development, currently proposed on the North side of Addison St. from 2nd to 4th street will construct adjacent sidewalk frontage in conformance with APC standards.
Phase III: Adjacent utilities will be undergrounded – with expectations that this will occur within three years from Promenade construction.
Phase IV: Remaining frontage, particularly the Spenger’s block and the south side of Addison at Takara Sake and Audubon Cellars will, concurrent with site investment, construct adjacent sidewalk frontage in conformance with APC standards.
The project is designed to facilitate use of the area for West Berkeley and the City as a whole including Residents, Businesses and Commuters. Artistic and functional furnishings, undergrounding of utility poles, sidewalk replacement, lighting installation, and tree plantings are key elements of the improvement project. It is expected that developers will fund the construction of these improvements when adjacent to development projects, while the Agency intends to sponsor street work and sidewalk enhancements adjacent to properties not under development. The Agency thus intends to target its construction investment on a short block between Aquatic Park and 2nd St., where development is not immediately anticipated and where investment will enhance a public recreational and environmental asset.
