The Planning Commission oversees and reviews the planning process and planning issues. Specific types of matters that come before the Planning Commission include revisions to the General Plan, Area Plans, Zoning Ordinance amendments, etc., including EIR and subdivision approvals.  The Planning Commission generally meets the 2nd and 4th Wednesdays of each month. The Zoning Adjustments Board (ZAB) makes findings and recommendations for granting or denying variance and use permits as provided for in the Zoning Ordinance, Neighborhood Preservation Ordinance, and Neighborhood Commercial Preservation Ordinance. The ZAB generally meets the 2nd and 4th Thursdays of each month. The Landmarks Preservation Commission (LPC) is responsible for the preservation and protection of Berkeley's cultural and historic landmarks. The LPC is also responsible for making discretionary decisions for alterations to cultural and historic landmarks. The LPC generally meets on the 1st Monday of each month. The Design Review Committee (DRC) is appointed by the Zoning Adjustments Board. The DRC is responsible for discretionary design decisions for non-residential (commercial/industrial) development projects pursuant to the Design Review requirements of the Zoning Ordinance. The DRC generally meets on the 3rd Thursday of each month. The West Berkeley Project Area Commission (PAC) is charged with assisting the Berkeley Redevelopment Agency in the completion of the West Berkeley Redevelopment Project.  Members must either reside, be a businessperson, or a member of an existing organization within the area bounded by Gilman Street, Curtis Street, Dwight Way, and the San Francisco Bay. The Community Environmental Advisory Commission (CEAC) develops a plan, prioritizes strategies and makes recommendations for environmental protection, hazardous materials and reduction, with outreach to and education of the public, small businesses and industry. The Berkeley Medical Cannabis Commission was established under the authority of Berkeley Municipal Code Section 12.26.110 as amended by its authorizing legislation, the Patients Access to Medical Cannabis Act of 2008 (aka Measure JJ), passed on November 4, 2008.  The ordinance requires that a Peer Review Committee be formed to ensure that medical cannabis provision on Berkeley is conducted in a safe and orderly manner to protect the welfare of Qualified Patients and the community by:

  • Providing the City with certification that a new or relocated “medical Cannabis Collective or dispensary has a strategy for compliance with the published safety and operational standards before the new Medical Cannabis Collective or dispensary commences lawful operation”, and
  • Monitoring compliance of all Medical Cannabis Collectives or dispensaries for the purpose of correcting any violations of the safety and operational standards.

The Medical Cannabis Commission meets on the third Thursday of every month at 12 p.m. in the Cypress Conference Room, 2180 Milvia Street, First Floor.

The Energy Commission advises the Council on energy conservation and alternative energy development in Berkeley.  Commissioners are same appointees as those Council has appointed to the Board of Directors of the Community Energy Services Corporation per Resolution No. 52,744-N.S. General Information about Commissions
All commissions are advisory to the City Council. Boards and Commissions have nine citizen members, one appointed for each Councilmember. For a current list of Commission members, please contact the City Clerk’s Office. The staff person assigned to each Commission is called the "secretary". The secretary works with the Commission Chair to develop the meeting agenda, prepares the meeting materials, attends all meetings, and prepares Commission reports that are sent to the Council. All correspondence with a Commission should be sent to that Commission’s secretary.

Meeting Notification
Anyone may request to receive a Commission’s meeting agendas. The annual fee is $6.00. To be added to the mailing list, please send your name, address, the name of the Commission whose agendas you would like to receive, and a check for $6.00 made out to the City of Berkeley, to:

Any Berkeley citizen may apply to be on a Board or Commission. Applications are available on the web, or from the City Clerk’s Office.
