5. Discussion and possible action on:
a. Staff’s proposed language for revised regulation 884(B), to use an owner’s compliance with the City’s soft-story ordinance as a criterion for discretionary review of waiver requests; Committee member Harr’s proposed introductory language explaining the purpose for this criterion.
b. Follow-up from last meeting regarding this and last year’s lawsuits against financial institutions, to address Committee’s questions.
c. Staff report on updated waiver statistics for July 2011 – June 2012, and how many are still pending from the last registration year.
d. What a penalty bill looks like.
e. Ways to deal with chronically late owners/managers: a survey, such as one that banks use for those who pay bills late; a property owner/manager “traffic school,” where penalty is reduced for attending; a Rent Stabilization Board property manager certification program. Also, staff response to these ideas.
f. Committee’s interest in reviewing staff correspondence to owners, where the Board gave specific instructions to staff when considering a waiver.
g. Revising Recommendation on Requested Waiver of Registration Penalties form to reflect history by owner (current history is by property).
h. Revising the waivers process, so that the Committee reviews waiver requests and staff recommendations, and then makes its recommendation to the full Board.
i. A workplan for the Committee.
j. Expanding the scope of this committee to include other registration issues, and making a request to the Board Chair about such an expansion.
6. Set next meeting date and place items on agenda for that meeting.
