Accomplishments – Fiscal Year 2006 and 2007

Continued
to produce high-quality audit reports. This was substantiated by
our October 2006 Peer Review; we were awarded the highest rating
possible for quality and professionalism.

Issued
over ninety specific recommendations to improve City performance in
contract monitoring, assessing and billing street cut fees, collection
efforts, cash handling, monitoring of employee overtime and wellness,
City loan practices, and firefighter use of personal protective
equipment.

Surveyed
77% of Fire line staff to help identify areas selected for performance
audits in the Fire Department.

Increased
Business License Tax assessments and billings from FY2006 to FY2007 by
over 150%.
- Amended
the Berkeley Municipal Code (BMC) to give all auditor job
classifications the authority to issue administrative citations for
violations of City ordinances. This will result in increased and
more efficient collection of Business License Tax owed to the City.
- Continued
to work proactively with individual departments to provide training on
fraud prevention and internal control systems
improvements. In the past two years, increased number of City
employees trained by more than 40% over the previous two years.
- Payroll
Audit staff developed over 30 recommendations for the Fire and Police
Memorandum of Understanding (MOU) negotiations. If implemented,
this will reduce costs, errors, and confusion by increasing efficiency
and consistency in payroll and benefit policy and procedures.
