Commercial Energy Conservation Ordinance (CECO)

Adopted in 1994, CECO requires commercial property owners to complete certain energy conservation measures in their buildings upon transfer of property ownership or when additions or renovations are made. CECO measures often save owners money on monthly electricity and natural gas costs. Plus the CECO measures contribute to the Berkeley Climate Action Plan goal of reducing Berkeley's overall greenhouse gas emissions by 80% by the year 2050. Check out the Climate Action Plan commercial energy target and our progress towards reaching that goal.

Residential spaces must comply with Residential Energy Conservation Ordinance (RECO)

When is CECO compliance required?

  • Sale or Transfer of Commercial Property: All commercial properties sold or transferred must demonstrate compliance with CECO requirements (details for both seller and buyer)
  • Renovations or Additions: All commercial properties undergoing renovations of more than $50,000 or additions which will increase the conditioned area of your commercial property by more than 10% must demonstrate compliance with CECO requirements.

Transitioning from CECO to BESO:

Effective December 1, 2015, Berkeley's Energy Saving Ordinance (BESO), Berkeley Municipal Code 19.81, will replace both the Residential and Commercial Energy Conservation Ordinances (RECO/CECO). BESO requires all buildings to complete building-specific energy assessments, as well as publicly report a building's energy and water efficiency. BESO compliance is required prior to selling a building or due based on a phase-in schedule but will no longer be required when renovating a building. For more information, see: www.cityofberkeley.info/BESO.

  • October 9, 2015- CECO requirements will no longer be required at time of building renovation
  • October 9, 2015 to December 1, 2015- for sale buildings can comply with either CECO or BESO
  • December 1, 2015- for sale buildings (except large buildings) must comply with BESO
