 Comments From The Public:  Since this special meeting agenda is confined to a single subject of the City budget, all public comment will be taken during the public hearing listed below.  Each speaker is limited to a maximum of three (3) minutes.

Special Work Session and Public Hearing on

FY2000-2001 Budget

 Special Work Session : FY2000 – FY2001 Mid-Biennial Budget Review  (6:00 - 7:30 p.m.) (Refer to City Manager Mid-Biennial Budget Report of May 9, 2000)

 A.  Budget Update

 B.  Citywide Work PlanDiscussion of FY2000 & FY2001 Work Plan, including projects identified as Council Priorities, and re-affirm priorities for FY2001.            

C.  Customer Service Initiatives - Discussion on the status of customer service initiatives being developed to improve service delivery, access to public information and response to citizen inquiries and complaints.

D.  Funding Shifts included in City Manager’s Proposed FY2001 Budget AdjustmentsInformational report summarizing baseline funding adjustments included in the FY2000 & FY2001 Mid-Biennial Budget Review

E.  Recommended Budget Policies for Council Consideration -  Discussion and adoption of budget policies recommended by the City Manager to guide development of future budgets, including funding requests received outside of the biennial budget cycle.

Refer the request for the proposed
          one-year fundraising budget for the Berkeley High School
          warm water pool to the 2000-2001 budget process.

b.       Ohlone Park
         
From:  Councilmember Spring
          Recommendation: 
Refer the request for $150,000 for
          irrigation landscaping, and play equipment for school age
          children in Ohlone Park at Grant Street to the 2000-2001
          budget process.

c.       Council Chambers

          Recommendation: 
Refer the request for $500,000 for
          bringing the current Council Chambers into compliance with
          ADA accessibility standards to the 2000-2001 budget process.

d.       Volunteer Coordinator for Berkeley Animal Shelter
         
From:  Councilmember Spring
          Recommendation: 
Refer to the mid-year budget process an
          allocation of approximately $55,000 for a full time paid
          Coordinator of Volunteer Services at the Berkeley Animal
          Shelter.

e.       Animal Adoption and Shelter Funding
         
From:  Councilmember Spring
          Recommendation: 
Refer the following requests from the
          Humane Commission to the 2000-2001 budget process:  1)
          $35,000 on an annual basis for an affordable spay and neuter
          program; 2) $10,000 on an annual basis for advertising of
          animals in need of adoption at the Animal Shelter; 3) up to
          $100,000 to create a quarantine area and to make other
          necessary repairs in order to improve the health conditions of
          the animals at the shelter; and 4) funding for a new animal
          shelter facility, ASAP.

f.       Youth Suitcase Clinic

          Recommendation: 
Refer the request for $9,975 from United
          for Health to offer acupuncture at the Youth Suitcase Clinic to
          the 2000-2001 budget process.

g.       Berkeley Dispute Resolution Service

          Recommendation: 
Refer the request for an additional
          $25,000 on an annual basis from the Berkeley Dispute
          Resolution Service to the 2000-2001 budget process.

h.       Ashkenaz Music and Dance Community Center
         
From:  Councilmember Maio
          Recommendation:
 Refer a request from Ashkenaz Music and
          Dance Community Center for $48,000 for consideration in the
          budget process.

i.        "How Berkeley Can You Be?" Parade and Festival
         
From:  Councilmember Maio

          Recommendation: 
Refer a request from the "How Berkeley
          Can You Be?" Parade and Festival for an additional $1,000 for
          consideration in the budget process.

j.        Spay and Neuter Program
          From:  Berkeley Citizens Humane Commission

          Recommendation: 
Allocate $35,000 per year for a minimum
          of two years to fund an affordable spay and neuter program.

a.  Lisa Bullwinkel, Solano Avenue Association re request for funding for Solano Stroll

d.  University Avenue Neighbors and Merchants, re pedestrian lighting on lower University Avenue
