Form a partnership with Berkeley Unified School District for disaster
preparedness, with focus on the following three areas: curriculum,
containers/supplies, and planning/training; b) Hire a full-time
planner/organizer to work on strategic planning and implementation of care
and shelter issues, and test elements of the City’s shelter plan; c)
Hire a neighborhood coordinator, a full-time trainer, and office support
staff to expand outreach and coordination of the CERT program to target
neglected areas of the City; d) Include larger neighborhood associations
in disaster planning, and organize follow-up drills, exercises, and other
projects (such as collecting and storing medical supplies, food, tools,
etc.) for these groups; and e) Charge the Disaster Council with the
oversight of Measure Q.
