5.         Appropriations Limit for Fiscal Year 2002

Recommendation:  Adopt a Resolution establishing the appropriations limit at $123,991,488 for Fiscal Year 2002 pursuant to Article XIIIB of the Constitution of the State of California based on the calculations for the appropriations limit.

6.        Temporary Appropriations (to be delivered)

Recommendation:  Adopt a Resolution authorizing a temporary appropriation in the amount of $50,000,000 to cover payroll and other expenses from July 1, 2001 until the effective date of the FY 2002 Annual Appropriations Ordinance.

7.         Tax Rate - Emergency Medical Services

Recommendation:  Adopt first reading of an Ordinance levying a special tax of $0.0250 per square foot of improvements to fund the provision of emergency medical services to Berkeley residents.

8.         Tax Rate - Maintenance of Parks, Trees and Landscaping

Recommendation:  Adopt first reading of an Ordinance levying a Fiscal Year 2002 special tax of $.0941 per square foot of all improvements to fund the maintenance of parks, city trees and landscaping.

9.         Tax Rate - Fire Seismic General Obligation Bonds

Recommendation:  Adopt first reading of an Ordinance setting the Fiscal Year 2002 tax rate for Fire Seismic General Obligation Bonds (election of 1992) at 0.0375%.

10.       Tax Rate - Measure S General Obligation Bonds

Recommendation:  Adopt first reading of an Ordinance setting the Fiscal Year 2002 tax rate for the Measure S General Obligation Bonds (election of 1996) at 0.0475%.

11.       Tax Rate - Library Services

Recommendation:  Adopt first reading of an Ordinance setting the FY 2002 tax rate for the Library at $0.1081 (10.81 cents) per square feet for dwelling units and $0.1636 (16.36 cents) per square feet for industrial, commercial and institutional buildings.

12.       Tax Rate - Emergency Services for the Severely Disabled

13.       Tax Rate - Disaster Fire Protection (Measure Q)

Recommendation:  Adopt first reading of an Ordinance setting the FY 2002 tax rate for the procurement of disaster fire equipment at $0.0125 (1.25 cents) per square foot of improvements.

15.       Peace and Justice Film Festival

Recommendation:  Adopt a Resolution authorizing the Peace and Justice Commission to develop a Berkeley Film Festival to promote educational and cultural exchange for a two-day weekend in the Fall 2001; and approving a budget in the amount of $5,000 to cover the costs of the film festival.
