Manager Recommendation: Adopt a Resolution taking the following actions to participate in the Department of Housing and Urban Development (HUD) Section 108 Loan Guarantee Program in order to utilize funding for eligible housing, economic development and public works activities: 1) approving the use of the Community Development Block Grant (CDBG) allocation as the principal subsidy in order to participate in the Section 108 Program; 2) amending the Annual Action Plan of the City's Consolidated Plan to reflect participation in the 108 Loan Program; 3) approving staff submittal of Section 108 Loan applications to HUD for consideration on the Adeline Street Apartments, the University Neighborhood Apartments and Hope Homes; and 4) authorizing the City Manager to execute all necessary certifications and related documents required for participation in the Section 108 Loan Guarantee Program.
