Public Hearing

The Draft General Plan and Final Environmental Impact Report were distributed on September 13, 2001 and are available at the Planning Department.

 

Public Hearing:  General Plan Overview

Recommendation:  Conduct the continued public hearing on the Draft General Plan, and at the conclusion, take the following actions: 1) schedule a Council discussion of policy issues at the regularly scheduled meetings of November 27, and December 11 and 18, 2001; 2) waive Council rules to consider action matters at the meeting of December 18, 2001 (regular Public Hearing night); and 3) prepare to take final action on the Draft General Plan and EIR on December 18, 2001.

Public Testimony:  82 speakers heard.  Moved, seconded, carried (Armstrong/Worthington; Abstain - Spring) to close the public hearing.

 

Actions:  Moved, seconded, carried (Olds/Breland; Absent – Armstrong, Spring) to waive Council’s Rules to take action at the December 18, 2001 Council meeting.

 

Council was requested to submit in writing, a list of questions and policy issues to staff by November 13th which Council would like staff to respond to; the list to be presented to Council for discussion at the meetings of November 27th and December 11th, with final action on the Draft General Plan and EIR on December 18, 2001. 

 

Adjournment

 

Action:  Moved, seconded, carried (Breland/Worthington) to suspend Council rules to extend the meeting beyond midnight to complete public testimony).

 

The meeting adjourned at 12:08 a.m.
