1. PRESENTATION: HOUSING AND HOMELESS SERVICES (PDF, 5.6 MB)

Tonight’s presentation provides the City Council with background and an overview of City programs, services, priority work plan projects and resources aimed at addressing Housing and Homeless issues in the City. In addition to identifying key issues for future staff/Council consideration, the series of study sessions planned through March 2003 are intended to inform the City Council’s priority-setting and direction to the City Manager in the development of the FY2004 and FY 2005 Proposed Budget.

2. HOMELESS COMMISSION ISSUES

Recommendation: Adopt a Resolution allocating an additional $50,000 to fund beds for emergency shelter and to direct the City Manager to determine where to site and which population to serve with additional beds.

Recommendation: Encourage staff to continue discussions with the Homeless Union to establish a permanent peace camp and to encourage the City to relax enforcement of trespass and lodging laws.

Recommendation: The City Manager recommends that the issues of Emergency Shelter and Homeless Encampment be referred to the mid-year budget process and to a Council work session on January 21, 2003.

Information Report: The City Manager has identified $10,000 of expenditure reductions to fund the Youth Emergency Assistance Hostels (YEAH) request for $10,000 to run two emergency shelters (a shelter for young women and their children and a shelter for young men) through March 2003. The impacts and specifics of the reductions will be reported at the mid-year budget review on February 18, 2003.

Action: Items a, b, and c were referred to the mid-year budget process and Item d was approved by the City Council per actions taken on January 14, 2002.
