3. Special Tax Measure for March 2, 2004 Ballot

4. Changing the Date of Runoff Elections (PDF, 806 KB) (CF 13-03)

Recommendation: 1) Determine whether the Council desires to place a charter amendment on either the March or November 2004 ballot to change the date of runoff elections and if so, direct the City Clerk to prepare the appropriate documents to call the election and consolidate with Alameda County; and 2) if the Council desires to place a charter amendment on either the March or November ballot, provide direction to the City Clerk and City Attorney on the date of the runoff and the date that elected officials take office.

5. Instant Runoff Voting (PDF, 2 MB) (CF 13-03)

Recommendation: 1) Determine whether the Council desires to place a charter amendment on either the March or November 2004 ballot to allow for instant runoff voting, when feasible and 2) if the Council desires to place a charter amendment on either the March or November ballot, review and comment on charter language prepared by the City Attorney.

6. Changes to Candidate Nomination Process (PDF, 979 KB) (CF 13-03)

Recommendation: Determine whether the Council desires to: 1) require candidates to submit signatures in support of a candidate’s nomination over and above the 20 currently required; 2) establish a filing fee to cover the cost of processing the candidate’s nomination papers; 3) require candidates to pay their pro rata share for the cost of printing, handling, translating, and mailing the candidate statement as part of the voter pamphlet; 4) make revisions to information contained in the candidate statement; and 5) give direction to the City Clerk and City Attorney related to preparing any required ordinances or charter amendments.

7. Process to Call a Special Election for March 2, 2004 (PDF, 369 KB)

Recommendation: That Council: 1) decide which, if any charter amendments and/or other measures it desires to place on the March ballot; 2) give further direction to the City Manager on specific measures to be placed on the ballot and request staff return with ballot language by November 4, 2003; and 3) give direction to the City Manager and City Clerk to prepare resolutions calling for the March 2, 2004 election including making findings of urgent necessity, if required, and requesting consolidation with Alameda County.
