City Manager Comments:

1.   Officer Kacalek, a police officer shot in the line of duty last night, is home from the hospital and recovering.

1.      Second Amendment to the FY 2005 Annual Appropriations Ordinance (PDF, 824 KB) (First Reading May 10, 2005 – Unanimous)

Recommendation: Adopt second reading of an Ordinance amending the FY 2005 Annual Appropriations Ordinance No. 6,834–N.S. for fiscal year 2005 based upon recommended re-appropriation of committed FY 2004 funding and other adjustments authorized since July 1, 2004, in the amount of $16,819,075.

2.      Amendments to Subdivision Ordinance Regarding Tenancies in Common (PDF, 50 KB) (First Reading May 10, 2005 – Noes: Capitelli, Olds, Wozniak.)

Recommendation: Adopt second reading of an Ordinance amending and repealing various sections of BMC Chapter 21.28 to eliminate regulation of tenancies in common and limit fees for conversion of rental units to condominiums to 12.5 percent of the sales price of each unit.  This cap on the affordable housing mitigation fee to expire October 26, 2005.

5.      Application: Summer Food Service and After School Snack Programs (PDF, 260 KB)

Recommendation:  Adopt a Resolution authorizing the City Manager to submit an application to the California State Department of Education, Child Nutrition Services Division, for the Summer Food Service and After School Snack Programs, and to execute any resultant agreements and amendments for the period June 1, 2005 to May 31, 2006.

Financial Implications: Youth Lunch Fund – $98,000.

Recommendation:  Adopt a Resolution authorizing the City Manager to execute an amendment to the contract with Chandler W. Lee to amend the scope of services and increase the contract amount to $30,000.

7.      Purchase Order: Vactor Debris Collection Truck (PDF, 339 KB)

Recommendation: Adopt a Resolution accepting the City of Camarillo’s bid procedures to satisfy the requirement of Berkeley Charter Section 67, and authorizing the City Manager to execute a purchase order with Haaker Equipment Company in an amount not to exceed $246,068 to purchase a Vactor Debris Collection Truck for the Public Works Department.

Financial Implications: Equipment Replacement Fund – $246,068.

Recommendation: Conduct a public hearing on the FY 2006 & FY 2007 Proposed Budget.  A second public hearing will be held on June 21, 2005. Council will adopt the FY 2006 & FY 2007 Biennial Budget on June 28, 2005.

13.  City Commissions: Reducing Staff Support and Frequency of Meetings as a Cost Reduction Measure

Recommendation: Direct the City Manager to implement changes as directed by the Council to reduce staff costs in support of City commissions.
