Preliminary
Discussion and Adoption of Procedures for Rules Committee
Action:
Moved, seconded, carried (Hawley/Maio) to adopt the following
procedures:
-
Public
comment on items on the agenda or on general subjects within the
Rules Committee’s jurisdiction will occur at the beginning of
the meeting and will be limited to two minutes per speaker with a
maximum of twenty minutes for public comment.
Unless
the committee passes a motion to hear from a particular member of
the public, such a member may address the Committee only during
public comment. Discussion
on each item will be confined to councilmembers.

It
takes two votes of the Rules Committee to take an action.
If a motion fails for lack of two votes or there is no
quorum at the meeting, agenda items will be placed on the agenda
for which they are proposed. The City Manager will determine whether such items are placed
in the consent or action sections of the agenda.

Any
councilmember desiring to place an item on the Rules Committee
agenda should forward their request to the Chair.

The
Rules Committee will recommend to the Council that one Alternate
be appointed to the Rules Committee.

Rules Committee Regular Meeting Schedule

Action:
Moved, seconded, carried (Maio/Hawley) to approve the
proposed schedule of Rules Committee Meetings for 2003.
Meetings are scheduled for 2:30 p.m. in the Redwood Conference
Room.

of Draft Council Agenda for January 14, 2003 Council Meeting (Summary
Attached)
Action:
Action taken on each item on Draft City Council Agenda is
noted on the attached summary.

Initiation
of 100% Biodiesel Fuel Program for Refuse Trucks and Other
Equipment [CF
191-2001 and CF 26-2001] (Report

Action:
A discussion was held regarding this information item. The Public Works Director explained what was being done and
indicated that an implementation plan would be coming back to Council
in a month or so. AC
Transit and the Berkeley Unified School District are being contacted.

Review
City Council Specific Study Session Schedule

Action:
The City Manager stated that the proposed study session
schedule will be considered by the Council at its January 14th
meeting. He indicated
that there may be some changes as to which topics are presented at
specific study sessions.

Action:
The City Manager indicated that this document provides the
Committee with advanced notice of major items that are being scheduled
for future Council Meetings.

**At its March 11, 2003
meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules
Committee to the “Agenda Committee” to better reflect its duties.
