  1. Roll Call:       2:30 p.m.

     

    Present:         Councilmembers Hawley, Maio and Mayor Bates

     

    Absent:          None

     

  2. Public Comment: Robert Lauriston, Helen Christensen.  The Agenda Committee directed the City Manager to provide a status report on issues raised regarding 3045 Shattuck Avenue at the Council meeting of June 10, 2003.

     

  3. Approval of Minutes of Meeting of May 12, 2003 (PDF*, 8 KB)

    Action:  Moved, seconded, carried (Maio/Hawley) to approve minutes.

     

  4. Review and Action on Draft Redevelopment Agency Agenda for June 10, 2003 (PDF*, 13 KB)

    Action: All items approved as submitted.

     

  5. Review and Action on Draft City Council Agenda for June 10, 2003

    Action:  All items approved for placement on Council agenda unless noted below.

    Presentation:  Health Effects of Wireless Communication Antennas

    From: Councilmember Hawley

    Recommendation:  Schedule time at the Council meeting of June 17, 2003, after the public hearing on 1600 Shattuck Avenue, for a presentation by our Public Health Officer, Poki Namkung, on the health effects of antennas such as those proposed for this site.

    Presentation:  Neighborhood Coordinating Council Program in the City of Richmond

    From: Councilmember Spring

    Recommendation:  Allow a 15-minute presentation on the Neighborhood Coordinating Council Program in the City of Richmond by the Richmond Community Affairs Liaison at the June 17, 2003 meeting.

    Action:  The Agenda Committee recommended the presentation be limited to 10 minutes and scheduled for the special budget meeting

     

    Item 26

    Appeal:  2323 Glen Avenue

    From: City Manager

    Recommendation:  Adopt a Resolution approving the use permits at 2323 Glen Avenue for an 829 square foot, two-story major residential addition to an existing 1, 006 square foot single-story residence on a culverted portion of Codornices Creek, and dismissing the appeal.

    Proposed Amendments and Budget Referrals from Mayor and Council

     

    a.      Budget Referral: Berkeley Cougars

    From: Councilmember Breland

    Recommendation:  Refer $15,000 to the budget process for the Berkeley Cougars.

    Action:  Moved to the Consent Calendar.

     

    b.      Budget Referral: Jubilee Interfaith Youth Initiative

    From: Councilmember Breland

    Recommendation:  Refer an additional $6,000 to the budget process for the Jubilee Interfaith Youth Initiative, as given to them in 2002.

    Action:  Moved to the Consent Calendar.

     

    c.       Presentation:  United Pool Committee

    From: Councilmembers Maio, Worthington and Wozniak

    Recommendation:  Enable the United Pools Committee to assemble their time into one 10-minute presentation, including use of electronic presentation material, as part of the June 17, 2003 public hearing on the Fiscal Year 2004 and 2005 Biennial Budget to present their proposal to raise enough revenue to keep the pools open all year, with a timeline to demonstrate success.

    Action:  Moved to the Consent Calendar.  The Agenda Committee recommended the presentation be scheduled at the special budget meeting at 5 p.m. on June 17, 2003.

     

    d.      Amendments to the FY 2004 Budget

    From: Councilmember Spring

    Recommendation:  Consider the following amendments to the FY 2004 Budget: 1) restoring cuts to several nonprofits; 2) granting a general fund subsidy to the Housing Trust Fund; and 3) create a neighborhood ombuds person position to assist with neighborhood groups.

    Action:  Moved to the Consent Calendar.

     

  6. Discussion and Action of Calendar, Public Hearings and Presentations scheduled and/or proposed for June 10, 2003 and June 17, 2003.
    Action:  Recommended presentations be scheduled for June 17, 2003 special budget meeting.

     

  7. Discussion and Action regarding Adoption of Agenda Committee Procedures and Amendments to Council Rules of Procedure

    Action:  No Discussion

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
