  1. Roll Call:  2:30 p.m.

      

    Present:  Councilmembers Hawley, Maio and Mayor Bates

      

    Absent:  None

     

  2. Public Comment:  None

     

  3. Approval of Minutes of Meeting, September 2, 2003 (PDF, 12 KB)

    Action:  Moved, seconded, carried (Hawley/Maio) to approve minutes.

     

  4. Review and Action on Draft Housing Authority Agenda for September 16, 2003 (PDF, 15 KB)

    Action:  All items approved for placement on the agenda.

     

  5. Review and Action on Draft City Council Agenda for September 16, 2003

    Action:  All items approved for placement on the agenda with the following changes:

     

    Item 6      Increasing the City Manager’s Award Authority

    From: City Manager

    Recommendation: Adopt first reading of an Ordinance amending the BMC Section 7.18.010 (B) and adding Section 7.18.010 (C) increasing the threshold for City Council approval of contracts and, thereby, increasing the City Manager’s award authority.

    Action:  Moved to Action for meeting of October 14, 2003 by Councilmember Maio.

     

    Item 15      Truck Limit Weights on Residential Streets

    From: Councilmember Worthington

    Recommendation: Request that the City Manager and Transportation officials establish a 3 or 3˝ ton truck limit on severely impacted residential streets adjacent to ongoing major traffic generators, through a temporary pilot program and/or creation of a permanent Heavy Truck Traffic Policy.

    Action:  Agenda Committee recommended that Councilmember Worthington discuss with the Transportation Director and hold item over as an Action Item for meeting of October 14, 2003.  Councilmember Worthington stated he wanted to leave the item on the agenda for September 16, 2003 but indicated he would speak with the Director.

     

    Item 18      Proclamation: National Coming Out Day 2003

    From: Councilmember Worthington

    Recommendation:  Approve a proclamation for National Coming Out Day 2003 in Berkeley.

    Contact: Kriss Worthington, Councilmember District 7, 981-7170

    Action:  Councilmember Worthington to revise to waive rules and present proclamation from Mayor at meeting of September 16, 2003.

     

    Item 21      Proclamations honoring Kent Nagano and for Indigenous People’s Day

    From:  Councilmembers Spring and Worthington

    Recommendation:  Approve two proclamations:  1) honoring the 25th Anniversary of Kent Nagano, symphony conductor of the Berkeley Symphony and request the City Manager hang banners in downtown Berkeley to honor Kent Nagano and 2) recognizing October 11th as Indigenous People’s Day.

    Action:  Councilmember Spring presented a revised report and recommendation.

     

  6. The following items were added to the City Council Agenda of September 16, 2003 by the City Manager:


    Contract:  Workers’ Compensation Review

    From:  City Manager

    Recommendation:  Adopt a Resolution authorizing the City Manager to execute and implement a contract and any amendments with Bickmore Risk Services for: 1) an analysis of the workers’ compensation program administrative practices; 2) a workers’ compensation claims audit; 3) a financial review; 4) the annual actuarial review; and 5) benchmarking the workers’ compensation program with other cities in the metropolitan Bay Area for the period September 1, 2003 through June 30, 2004 for a total cost not to exceed $65,000.

    Purchase Order:  Cabling for 1947 Center Street

    Recommendation:  Adopt a Resolution approving a purchase order with Cisco Networking Equipment for cabling for 1947 Center Street.

    Contract:  Cabling for 1947 Center Street

    From:  City Manager

    Recommendation:  Adopt a Resolution authorizing a contract with Capital Communications Inc. for cabling work for 1947 Center Street.

  7. Review and Action of Calendar, Public Hearings and Presentations scheduled and/or proposed for future meetings.

    Action:  No action taken.

     

  8. Discussion and Action regarding Adoption of Agenda Committee Procedures, Amendments to Council Rules of Procedure, and Review of Agenda Committee
    Action:
      No action taken.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
