  1. Roll Call:  2:34 p.m.

     

    Present:  Councilmember Hawley, Maio and Mayor Bates.

     

    Absent:  None.

     

  2. Public Comment:   Rosilyn Wilson, Betsy Raymond, Jill Posener, Chuck McNully, Jeremy Plague, Nancy Holland, Andrea DuFlan.

     

  3. Approval of Minutes of Meeting, October 6, 2003 (PDF, 14 KB)

    Action:  Moved, seconded, carried (Hawley/Maio) to approve the minutes.

     

  4. Review and Action on draft Housing Authority Agenda for October 21, 2003 (PDF, 17 KB)

    Action:  All items approved for placement on the agenda.

     

  5. Review and Action on Draft City Council Agenda for October 21, 2003

    Action:  All items approved for placement on the agenda with the following changes:

     

    Item 16      Eco-Pass Program

    From: Councilmember Worthington

    Recommendation:  Support inclusion of the Eco-Pass program into the Regional Transportation Program (RTP) and expansion of the Eco-Pass to additional employers, including consideration by the City, the Berkeley Unified School District (BUSD), and regional agencies of whether to include this in future ballot measures. Refer to the BUSD the possibility of adding the Eco-Pass into a future ballot measure.

    Contact: Kriss Worthington, Councilmember District 7, 981-7170
    Action:  Moved by Councilmember Hawley to the Special Meeting on October 21, 2003 to be included with ballot measures.

     

    Item 25      Green Business Certification of the Office of Economic Development

    From: City Manager

    Action:  Moved by Mayor Bates to November 4, 2003.

     

    Item 30      Commendation for Police Department and Mental Health for Outstanding Work

    From: Police Review Commission

    Contact: Barbara Attard, Secretary, 981-4950
    Action:  Moved at the request of Councilmember Worthington to November 4, 2003.

     

    Unionization of Workers at Berkeley Bowl
    At the request of several members of the public, staff was directed to add an agenda item from the Commission on Labor regarding this issue to the agenda of October 21, 2003.

     

  6. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Sessions topics

    Action: None.

     

  7. Discussion and Action regarding Adoption of Agenda Committee Procedures, Amendments to Council Rules of Procedure, and Review of Agenda Committee

    Action:  None.

     

  8. Adjournment:  2:59 p.m.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
