November 17, 2003

  1. Roll Call:  2:35 p.m.

     

    Present:  Councilmember Hawley, Maio and Mayor Bates.

     

    Absent:  None.

     

  2. Public Comment:  Doug Buckwald.

     

  3. Approval of Minutes of Meeting, November 10, 2003 (PDF, 11 KB)

    Action:  Moved, seconded, carried (Maio/Hawley) to approve the minutes.

     

  4. Review and Action on Redevelopment Agency Agenda for November 25, 2003 (PDF, 18 KB).

    Action:  All items approved for placement on the agenda.

     

  5.  Review and Action on Draft Special Meeting Agenda for November 25, 2003 (PDF, 18 KB).

    Action:  All items approved for placement on the agenda.

     

  6. Review and Action on Draft City Council Agenda for November 25, 2003.

    Action:  All items approved for placement on the agenda with the following changes:

     

    Item 15      Support SB 916:  Increasing Bay Area Bridge Tolls to Fund Transportation Improvements

    From: Councilmember Worthington

    Recommendation:  Support SB 916 (Perata) on the March 2004 Ballot, which will increase Bay Area Bridge Tolls to fund transportation improvements.

    Contact: Kriss Worthington, Councilmember District 7, 981-7170

    Action:  Councilmembers Worthington and Hawley to work together to provide more detailed information.

     

    The following additional items were submitted for placement on the Council agenda.

     

    Budget Crisis Recovery Strategy

    From:  Mayor Bates and Councilmembers Wozniak, Maio, and Hawley

    Recommendation:  Adopt a budget crisis recovery strategy, including: 1) prepare two final “cut lists” for if (a) the ballot measure passes or (b) fails to pass; 2) institute a hard hiring freeze; 3) place a moratorium on all new expenditures; 4) instituting a “City Savings Award”; 5) aggressively pursue cost recovery options from non-profit land owners; 6) review all city tax and fee collection systems to find escaped taxes; 7) institute immediate labor savings programs; 8) continue efforts to work with employee unions to achieve labor cost savings; and 9) launch an education campaign to inform residents about the budget crisis.

    Action:  Approved for placement on the agenda.

     

  7. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Session topics.
    Action:
      Mayor Bates announced he would be at the National Mayor’s Conference and miss the Council meeting of January 20, 2004.

      

  8. Discussion and Actions regarding Adoption of Agenda Committee Procedures, Amendments to Council Rules of Procedure, and Review of Agenda Committee.

    Action:  No discussion or action.

     

  9. Adjournment:  3:10 p.m.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
