1. Roll Call:  2:35 p.m.

    

   Present:  Councilmembers Hawley, Maio and Mayor Bates.

    

   Absent:  None.

    

2. Public Comment: Barbara Gilbert

    

3. Approval of Minutes of Meeting, December 1, 2003 (PDF, 11 KB)

   Action:  Moved, seconded, carried (Hawley/Bates; Absent - Maio) to approve the minutes.

    

4. Review and Action on draft City Council Work Session Agenda for December 16, 2003 (PDF, 15 KB)
   Action:  Approved agenda.

    

5. Review and Action on draft City Council Agenda for December 16, 2003.

   Action:  All items approved for placement on the agenda with the following changes:

    

   Item 14   3x3 Joint Task Force on Housing

   From: Mayor Bates

   Recommendation:  Reactivate the 3x3 Joint Task Force on Housing with the Rent Stabilization Board and appoint Mayor Bates, Councilmember Maio, and Councilmember Wozniak to represent the City Council.

   Contact: Tom Bates, Mayor, 981-7100

   Action:  Revised by Mayor Bates to include four members from the Council and Rent Board and renaming this the 4x4 Joint Task Force on Housing.

    

6. Additional Item:  Suspension of The Lanterman Development Disabilities Services Act

   From:  Councilmember Spring

   Recommendation:  Request the City Manger write a letter in opposition to the Governor’s attempt to suspend The Lanterman Development Disabilities Act and massive cuts to people with disabilities and seniors and fax this letter to our elected state representatives and to members of the Senate Subcommittee conducting budget hearings on health and human services.

   Action:  Mayor Bates offered to draft a letter from his office.

    

7. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

   Action:  The Mayor asked the City Clerk to come back with a process that will give the Agenda Committee the opportunity to review the status of pending development projects and appeals in order that the Agenda Committee may better set the schedule of these matters before the Council.

    

8. Discussion and Action regarding process for review of Agenda Committee and amendments to Council Rules of Procedure.

   Action:  No action taken.
