1. Roll Call:  2:33 p.m.

    

   Present:    Councilmembers Hawley, Maio and Mayor Bates

    

2. Public Comment:  Barbara Gilbert and Juliet Lamont

    

3. Approval of Minutes of Meeting, February 2, 2004 (PDF, 12 KB).

   Action:  Moved, seconded, carried (Hawley/Maio) to approve the minutes.

    

4. Review and Action on draft Housing Authority Agenda for February 17, 2004 (PDF, 18 KB).

   Action: All items approved for placement on the agenda.

    

5. Review and Action on draft Work Session Agenda for February 17, 2004 (PDF, 17 KB).

   Action: Work session to start at 6:00 p.m. and the Planning Department report to be moved to the regular meeting at 7:00 p.m.

    

6. Review and Action on draft City Council Agenda for February 17, 2004.

   Action:  All items approved for placement on the agenda with the following additions, deletions or changes:

    

   Item 5  Zoning Density Calculations in C-1 and R-3 Zones

   From: Councilmember Spring

   Recommendation:  Direct the City Manager to modify the current method of calculating residential zoning densities in the C-1 and R-3 zones that will give decision makers greater options in determining the allowable density that is consistent with zoning and the state density bonus requirement.

   Action:  Moved to Action by Councilmember Hawley to be taken up with discussion of the Planning Department’s Work Program report.

    

   Item Added  Mayor's Task Force on Permitting and Development

   From: City Manager

   Recommendation:  Direct Staff and the Planning Commission to undertake the work program as described in this report, including the major projects already underway and the staff identified “Tier 1” priority items from the Mayor’s Task Force (MTF) recommendations.

   Contact: Dan Marks, Planning, 981-7400

   Action:  Moved by Mayor Bates from work session to regular meeting and to also include a supplemental report from the Planning Department regarding a proposed moratorium on University Avenue.

    

7. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Session topics, including discussion and direction to staff regarding noticing, format and scope of work session on Creeks  Ordinance on March 16, 2004. (PDF, 2 MB)

   Action:  Discussion and direction to staff on what to include as part of the work session on March 16, 2004 regarding creeks.  A powerpoint presentation by J. Lamont on protecting and restoring Berkeley creeks to be included during this work session.

    

8. Discussion and Action regarding process for review of Agenda Committee and amendments to Council Rules of Procedure. (PDF, 3 MB)

   Action:  Discussion on report from City Clerk on possible changes to the Council Rules of Procedure held over to the next meeting.
