3. Approval of Minutes of Meeting of February 9, 2004 (PDF, 15 KB).

   Action:  Moved, seconded, carried (Hawley/Maio) to approve the minutes.

    

4. Review and Action on draft Work Session Agendas for February 24, 2004 (PDF, 16 KB) and February 26, 2004 (PDF, 16 KB).

   Action: All items approved for placement on the agenda.

    

5. Review and Action on draft City Council Agenda for February 24, 2004.

   Action:  All items approved for placement on the agenda with the following additions, deletions or changes:

    

   Item 9   Grant: Lead Hazard Reduction Enforcement

   From: City Manager

   Recommendation:  Adopt a Resolution authorizing the City Manager to: 1) accept a grant from the California Department of Health Services, Childhood Lead Poisoning Prevention Branch for funds in the amount of $45,000 to enforce lead hazard reduction compliance in Berkeley for the period February 1, 2004 to June 30, 2006; 2) to execute the resultant revenue agreement and any amendments; and 3) to authorize the implementation of the projects and appropriation of funding for related expenses, subject to securing the grant.

   Financial Implications: Revenue - $45,000.

   Action:  Removed by City Manager.

    

   Item 16   Fee Waiver: Cal Sailing Club Use Permit Fees

   a.      From: Waterfront Commission

   Recommendation:  Adopt a Resolution authorizing the City Manager to issue a Use Permit to the Cal Sailing Club and waiving the fee for the Use Permit.

   Financial Implications: Use Permit - $4,000.

   Recommendation:

   Action:  Held over to March 9, 2004 by City Manager.

    

   Item 18   Presentation by Public Health Officer on Health Effects of Antennas for Wireless Service

   From:  City Manager

   Contact:  Fred Medrano, Health and Human Services, 981-5100

   Action:  Held over to March 9, 2004 by City Manager.

    

6. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

   Action:  Review and discussion of the Council master calendar. The Agenda Committee agreed to cancel the Work Session scheduled for Thursday, February 26, 2004.

    

7. Discussion and Action regarding process for review of Agenda Committee and amendments to Council Rules of Procedure.

   Action:  Mayor Bates presented recommendations for revisions to the Council Rules and Procedures and requested the City Clerk incorporate those recommendations for review and approval by the full Council.
    

   The Agenda Committee directed the City Clerk to return with information on the policy and procedures other cities follow for public comment/participation during meetings.

    

   The Agenda Committee approved waiving the Council Rules to allow Ballot Measures to appear on any agenda.
