  1. Roll Call:     2:32 p.m.

    Present:      Councilmembers Maio, Hawley and Mayor Bates.

     

  2. Public Comment:  Barbara Gilbert, Nancy Holland, Sharon Hudson, Sennet Williams, Neil Garu-Sinclair, Merrilie Mitchell, Vickie Tamaradze

     

  3. Approval of Minutes of Meeting of July 6, 2004 (PDF, 17 KB).

    Action:  Moved, seconded, carried (Maio/Hawley; Abstain – Bates) to approve the minutes.

     

  4. Review and Action on draft Housing Authority Agenda for July 20, 2004 (PDF, 17 KB).

    Action:  All items approved for placement on the agenda.

     

  5. Review and Action on draft City Council Agenda for July 20, 2004.

    Action:  All items approved for placement on the agenda with the following additions, deletions or changes:

     

    Item 24    Daylighting of Strawberry Creek

    From: Councilmember Spring

    Recommendation:  Adopt a Resolution supporting the daylighting of Strawberry Creek in the downtown, if feasibility is demonstrated.

    Action:  Moved to Action by Councilmember Hawley.

     

    Item 33    Ballot Measure:  New Local Transit System Referendum

    From: Councilmember Worthington

    Recommendation: Place a referendum on the November ballot as to whether Berkeley should plan for a new local rail transit system.

    Action:  Moved to Action by Councilmember Hawley.

     

    Item 44    Contract: Draft Southside Plan Environmental Impact Report Consultant Services

    From: City Manager

    Recommendation:  Adopt a Resolution authorizing the City Manager to execute a contract and any amendments with LSA Associates, Inc. for an Environmental Impact Report (EIR) for the Draft Southside Plan, in an amount not to exceed $329,328 from July 21, 2004 to June 30, 2006.

    Action:  Moved to Consent by Mayor Bates.

     

    The following additional items were submitted for placement on the Council agenda:

    Jobs Consortium

    From:  City Manager

    Recommendation: Adopt a Resolution authorizing the City Manager to take emergency action, if necessary, to provide funding up to $50,000 to the Jobs Consortium to preserve the job training programs for the homeless.

    Financial Implications:  See report.

    Action:  Approved for placement on the agenda

     

    Fee Waiver:  Downtown Berkeley Association’s Front Row Festival 2004

    From:  Councilmember Spring

    Recommendation:  Adopt a Resolution allocating $2000 from the few waiver fund to the Downtown Berkeley Association’s Front Row Festival 2004 and refer their requests for additional fee waivers to the City Manager.

    Action:  Approved for placement on the agenda.

     

    Clarification of Additional Funding for Arts Grants  (to be delivered)

    From:  Councilmember Maio

    Recommendation:  Clarify policy on providing additional funding for Arts Grants.

    Contact:  Linda Maio, Councilmember District 1, 981-7110

    Action:  Approved for placement on the agenda.

     

    Neighborhood Traffic Calming Projects

    From:  Councilmember Spring

    Recommendation:  Adopt a Resolution allocating $25,000 from the funds committed in the Public Safety Building mitigation agreement for semi-circles in the McKinley and Addison area in addition to the proposed six traffic calming circles.

    Action:  Approved for placement on agenda as a companion to the City Manager and Transportation Commission items.

     

  6. Review and Action on scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

      Action:  Housing Authority meetings for July 20, 2004 will begin at 5:00 p.m. instead of 6:30 p.m.

    2. Land Use Matters (PDF, 141 KB)

      Action:  None.

       

  7. Discussion and Action regarding process for review of the Agenda Committee and amendments to Council Rules of Procedure.
