  1. Roll Call:        2:30 p.m.

    Present:          Councilmembers Maio and Hawley.

    Absent:           Mayor Bates.

     

  2. Public Comment: None.

     

  3. Approval of Minutes of Meeting of September 20, 2004 (PDF, 12 KB).

    Action:  Held over to October 4, 2004 as requested by Councilmember Maio.

     

  4. Review and Action on Draft Redevelopment Agency Agenda for October 5, 2004 (PDF, 13 KB).

    Action:  All items approved for placement on the agenda.

     

  5. Review and Action on Draft City Council Agenda for October 5, 2004.

    Action:  All items approved for placement on the agenda with the following additions, deletions or changes:

     

    Item 15: Support Measure BB Parcel Tax to Preserve AC Transit Services

    From: Councilmember Hawley

    Recommendation: Support Alameda County Measure BB: Increase and Extension of Parcel Tax for AC Transit which, by increasing the existing parcel tax by $2 per month over ten years, will provide a steady stream of funding for AC Transit.

    Contact: Miriam Hawley, Councilmember District 5, 981-7150

    Action: Combine with Item 16 on the same topic by Councilmember Worthington with Worthington as the secondary author.

     

    Item 18: Support Measure AA: Bond to Retrofit BART

    From: Councilmember Worthington

    Recommendation: Support Alameda County Measure AA, Bond to Retrofit Bay Area Rapid Transit (BART), which will provide funding to make earthquake safety improvements to BART facilities in Contra Costa, San Francisco and Alameda Counties.

    Contact: Kriss Worthington, Councilmember District 7, 981-7170

    Action: Add Councilmembers Olds and Maio as secondary authors.

     

    Item 22: Daylighting of Strawberry Creek (Held over from July 20, 2004)

    From: Councilmember Spring and Mayor Bates

    Recommendation: Adopt a Resolution supporting the daylighting of Strawberry Creek in the downtown, if feasibility is demonstrated.

    Contact: Dona Spring, Councilmember District 4, 981-7140

    Action:  Held over to October 19, 2004 at the request of Councilmember Spring.

     

    Item 23: Support Grocery Employees from United Food and Commercial Workers Bay Area Coalition (Held over from September 21, 2004 by Councilmember Worthington)

    From: Councilmember Worthington

    Recommendation: Adopt a Resolution in support of United Food and Commercial Workers (UCFW) Bay Area Coalition as they enter negotiations with grocery employers, encouraging fair bargaining and protection of employee and family healthcare.

    Contact: Kriss Worthington, Councilmember District 7, 981-7170

    Action:  Incorporate amendments by Councilmember Wozniak.

     

    Item 27: Voting Delegates – Congress of Cities

    From: City Manager

    Recommendation: Designating a voting delegate and alternate to act on behalf of the City at the Annual Business Meeting at the National League of Cities’ Congress of Cities and direct the City Clerk to transmit the names of the delegates to the League no later than October 8, 2004.

    Action:  Revise item recommendation to add date and place of Annual Business Meeting.

     

  6. Review and Action on Scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
