Tuesday, October 12, 2004

  1. Roll Call:        2:35 p.m.

    Present:          Councilmembers Maio, Hawley and Mayor Bates.

    Absent:           None.

     

  2. Public Comment: Phoebe Sorgen, Nikrooz Niknahad

     

  3. Approval of Minutes of Meeting of October 4, 2004 (PDF, 114 KB).

    Action: Moved, seconded, carried (Maio/Bates) to approve the minutes of October 4, 2004 as amended.

     

  4. Review and Action on Draft Work Session Agenda for October 19, 2004 (PDF, 16 KB).

    Action: All items approved for placement on the agenda.

     

  5. Review and Action on Draft City Council Agenda for October 19, 2004.

    Action: All items approved for placement on the agenda with the following additions, deletions or changes:

     

    Item 11: HUD Section 108 Loan Guarantee for the Jubilee Village

    From: City Manager

    Recommendation:  Adopt a Resolution: 1) approving participation in the U.S. Housing and Urban Development (HUD) Section 108 Loan Guarantee Program; 2) authorizing the use of current and future Community Development Block Grant funds to secure a loan for the Jubilee Village development in an amount up to $3,008,000 and not to exceed eighty percent of the appraised value of the property; and 3) rescinding Resolution No.62,215–N.S.

    Item 14: Fees for Sunday Parking at Oxford Lot

    From: City Manager

    Recommendation:  Adopt a Resolution charging fees on Sundays at the Oxford Lot effective November 2004 during hours generally in effect at other City-owned parking lots.

    Financial Implications: Increased revenue.

    Action: Held over to date uncertain due to public hearing noticing requirements.

     

    Item 16: Grant Application: Repaving University Avenue (Held over from September 21, 2004 by City Manager)

    From: City Manager

    Recommendation:  Adopt a Resolution authorizing: 1) the filing of an application for Federal Surface Transportation Program Funding for repaving University Avenue; 2) committing the necessary non-federal match for the project; 3) stating assurance to complete the project; and 4) authorizing the City Manager to accept the grant and to execute and resultant agreements and amendments.

    Financial Implications: See report.

    Action: Withdrawn at the request of the City Manager.

     

    Item 18: Daylighting of Strawberry Creek (held over from July 20, 2004)

    From: Councilmember Spring and Mayor Bates

    Recommendation:  Adopt a Resolution supporting the daylighting of Strawberry Creek in the downtown, if feasibility is demonstrated.

    Action: Held over to November 9, 2004 at the request of Councilmember Spring.

     

    Item 19: Benvenue Neighbors Association Proposal on American Baptist Seminary of the West (held over from July 20, 2004)

    From: Councilmember Worthington

    Recommendation: Refer to the City Manager the Benvenue Neighbors Association WIN-WIN-WIN proposal to address concerns about American Baptist Seminary of the West (ABSW).

    Action: Held over to November 9, 2004.

     

  6. Review and Action on Scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

      Action: Clarification that there is a Housing Authority meeting scheduled on October 19, 2004.

    2. Land Use Matters (PDF, 360 KB)

      Action: None.

       

  7. Discussion and Action Regarding Process for Review of the Agenda Committee and Amendments to Council Rules of Procedure.

    Action: None.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
