    Present:       Mayor Bates, Councilmembers Maio and Wozniak.

  2. Public Comment: None.

     

  3. Approval of Minutes of Meeting of May 16, 2005 (PDF, 99 KB).

    Action: Moved, seconded, carried (Maio/Wozniak) to approve the minutes.

     

  4. Review and Action on Draft Joint Powers Financing Authority and City Council Special Joint Agenda for June 14, 2005 (PDF, 16 KB).

    Action: All items approved for placement on the agenda.

     

  5. Review and Action on Draft City Council Agenda for June 14, 2005.

    Action: All items approved for placement on the agenda with the following additions, deletions or changes:

     

    Contract Amendment: HIV Testing and Counseling Services

    From: City Manager

    Recommendation:  Adopt Resolution authorizing City Manager to execute amendment to contract with Berkeley Free Clinic for HIV testing and counseling services to increase contract amount by $43,000 for a total contract amount not to exceed $135,000, and to extend term to June 30, 2006.

    Financial Implications: Health Fund – $43,000.

    Gate Across West Street (Santa Fe Right of Way) at University Avenue

    From: Councilmember Maio

    Recommendation: Refer funding of a gate across West Street (Santa Fe Right of Way) at University Avenue to the budget process.

    Financial Implications: $50,000.

    Mitigation of Excessively Loud Train Horn Blowing

    From: Councilmember Maio

    Recommendation: Refer the mitigation of loud train horn blowing to the budget process.

    Financial Implications: $40,000.

    Funding Request: Berkeley Guides

    From: Councilmembers Spring, Capitelli and Wozniak

    Recommendation: Refer to the budget process the appropriation of $80,000 in FY 2005-2006 budget to continue Berkeley’s Guides for six months to allow Downtown Business Association time to raise funds to match City’s contribution.

    Financial Implications: $80,000.

    Daw Aung San Suu Kyi Day

    From: Councilmember Worthington

    Recommendation: Adopt the Peace and Justice Commission’s recommendation to adopt a Resolution proclaiming June 19, 2005 as Daw Aung San Suu Kyi Day in the City of Berkeley to commemorate her 60th birthday.

    Financial Implications: None.

    Action: Withdrawn by Councilmember Worthington.

     

    City Commissions Meeting Schedule and Pilot Procedures

    From: City Manager (June 14, 2005)

    Recommendation: Direct City Manager to implement modified meeting schedule for several City Commission and authorize pilot procedures permitting commissioners of certain commissions to prepare agendas and minutes of meetings effective July 2005.

    Financial Implications: Reduced staffing costs.

    Contracts: Environmental and Planning Services

    From: City Manager

    Recommendation:  Adopt Resolution authorizing City Manager to approve six contracts and amendments with Baseline Environmental Consulting, Christopher A. Joseph & Associates, Doug Donaldson, ERM, LSA, and Michael Brandman Associates for planning and environmental review services in an amount not to exceed $500,000 for each contract, for a total contract period of three years, with sole source of funding derived from funds provided by applicants.

    Financial Implications: None (Additional funding paid by applicant).

    Recommendation:  Adopt a Resolution welcoming Iraqi labor leaders to Berkeley.

    Youth Center

    From: Councilmembers Moore and Anderson

    Recommendation:  Refer to the budget process a one-time request for $50,000 to be set aside for FY 2007 to aid in the planning process for a youth center in Berkeley.

    Financial Implications: $50,000.

    Funding Request: Berkeley Guides

    From: Councilmembers Moore and Wozniak

    Recommendation: Refer to the budget process a one-time request for $163,000 to be used to fund the Berkeley Guides through FY 2006 in order to maintain current service levels.

    Financial Implications: $163,000.

  6. Review and Action on Scheduling of Calendar, Public Hearings, Presentations and Work Session topics.

    3. Venue for June 21, 2005 Council Meeting

      Action:  The 6/21/2005 Council meeting will be held in the Council Chambers.  Community groups will draw lots before the meeting to determine presentation order.  Groups composed primarily of children, seniors and persons with disabilities will be allowed to present first.
