   Present:       Mayor Bates, Councilmembers Maio and Wozniak.

   Absent:        None.

    

2. Public Comment: None.

    

3. Approval of Minutes of Meeting of June 6, 2005 (PDF, 107 KB).

   Action: Moved, seconded, carried (Maio/Wozniak) to approve the minutes.

    

4. Review and Action on Draft City Council Agenda for June 21, 2005.

   Action: All items approved for placement on the agenda with the following additions, deletions or changes:

    

   Dedicated Revenue Stream for Affordable Housing Trust Fund:  Sale of Surplus Property

   From: Councilmember Worthington

   Recommendation: Adopt a policy to designate a dedicated revenue stream for the Affordable Housing Trust Fund by setting aside a percentage of revenue (between 25% to 50%) from sale of surplus property.

   Financial Implications: None.

   Action: Moved to Action Calendar.

    

   Publicly Noticed City Council Vote Prior to Entering Confidentiality Agreements

   From: Councilmember Worthington

   Recommendation: Approve the concept of requiring a publicly noticed City Council vote prior to entering Confidentiality Agreements on land use, master plans, development agreements or long range plans, and that the wording of the confidentiality agreement itself shall not be confidential; that proposed settlement agreements developed by staff will appear on a public City Council agenda prior to final adopting; and refer to the City Manager to prepare for adoption a City Resolution or Ordinance to implement this concept.

   FY 2006 & FY 2007 Proposed Budget

   Recommendation: Conduct a public hearing on the FY 2006 & FY 2007 Proposed Budget.  Council will adopt the FY 2006 & FY 2007 Biennial Budget on June 28, 2005.

   Recommendation: Approve amendments to the FY 20005-2006 proposed budget.

   Action: Revised Councilmember Spring’s item to include referrals and proposals from all Councilmembers.
