June ballot measure that clarifies the intent of Measure I, and
addresses possible technical objections to implementation of IRV in
November 2006.

Implications: Minimal cost of $9,000 to place it on the June
primary ballot; but also possibly saving the cost of conducting one
or more run-off elections in November.
