1. Roll Call – 2:30 p.m.  Present – Councilmembers Maio, Wozniak, Capitelli, Spring and Worthington and Mayor Bates.

    

2. Public Comment - none

    

3. M/S/C (Wozinak – Maio) approved the minutes of the meeting of February 20, 2007 (PDF*, 20 KB).

    

4. Review and Action on Draft Agendas for March 13, 2007:

   a.       M/S/C (Maio – Wozniak) approved FY 2008 & FY 2009 Biennial Citywide Work Plan Workshop (PDF*, 18 KB)

   b.      M/S/C (Maio – Wozniak) approved agenda for the Redevelopment Agency Regular Meeting (PDF*, 16 KB).

   c.       M/S/C (Maio – Wozniak) approved the agenda for the City Council Regular Meeting:

   1.      Item 17 – title to read “Quarterly Report and Presentation:  Crime in Berkeley” and move from Old Business to Presentations

   2.      Item 19 AB 1658 moved to Consent Calendar

   3.  Added to Consent Calendar item from Councilmember Worthington “Resolution in Opposition to Military Action Against Iran”

    

5. Review and Action on Scheduling of Calendar, Public Hearings, Presentations and Work Session topics:

   a.       Master Calendar: (PDF*, 92 KB):

   1.      Acknowledged Closed Session on March 12, 2007 (PDF*, 14 KB).

   2.      Reschedule Budget Workshops; including Capital Improvement Program (infrastructure improvements) – no action taken.

   3.      Approved rescheduling of the Sunshine Workshop from March 13 to March 20, 2007 at 5:00 p.m.

   4.      Continued to the next meeting to schedule workshops:

   a.       Zoning Ordinance Amendment (BMC Title 23) Amendment:  Eliminating 4 Plus 4 Inclusionary Units from Exception (inclusionary housing requirements for small developments)

   b.      Density bonus.

   Council noted that a public hearing regarding CDBG/Community Agency Grants is scheduled for April 24, 2007.  In response to a request, it was noted that local organization accomplishments are submitted in writing through the commission process and will be forwarded in the City Council packet.  A request was made that any written comments to be submitted at the April 24 meeting be done in writing and provided to the Council.  The AC Committee directed staff to submit a suggested agenda format for consideration at the next Agenda Committee meeting.

   c.      Continued scheduling of upcoming Land Use Matters (PDF*, 16 KB) to the next Agenda Committee meeting.

    

   Due to the number of significant land use items that will require a significant amount of time, it was suggested that the condo conversion workshop be rescheduled from April 24 to May 15, 2007 (requires amendment to the Council meeting schedule to add May 15 as a regular meeting); that a workshop on inclusionary housing be set for July 10, 2007; and the need to schedule items coming through the Zoning Adjustments Board.

    

   Mayor Bates indicated that in the future, when items come to Council to make the determination whether or not to schedule a public hearing, that he would allow a total of five minutes each to the applicant and his/her representatives and the appellants and their representatives.
