Monday, June 4, 2007

 

1.            Roll Call – 2:30 p.m.  Present:  Maio, Wozniak and Bates

 

2.            Public Comment – limited to items on this agenda only - 1

 

3.            M/S/C (Wozniak/Maio) approved the minutes of the meeting held 5/14/07  (PDF, 10 KB)

 

4.            Review and Action:  Draft Agendas for June 12, 2007:

(1) M/S/C (Maio/Wozniak) approved the amended agenda for 4:00 p.m. Special Meeting – City Council and Housing Authority Board (PDF, 10 KB), and delegated authority to the City Manager to make additional changes as needed

(2) M/S/C (Wozniak/Maio) approved the 6:30 p.m. Redevelopment Agency Regular Meeting (PDF, 10 KB)  and delegated authority to the City Manager to make additional changes as needed

(3) 7:00 p.m. City Council Regular Meeting:

·        M/S/C (Maio/Wozniak) approved the Consent Calendar removing Item 9 (Janitorial Services at five Recreation Centers – continued to June 26); Item 16 (Acquisition of 9PthP Street Drill Track – continued to June 19, 2007); amended Item 28 (Halcyon Commons Rejuvenation project/Worthington) to add a resolution.

·        M/S/C (Wozniak Maio) approved Action Calendar removing Item 33 (Sunshine Ordinance Process) and Item 35 (Independent Committee to Investigate the Berkeley Housing Authority/Wozniak & Worthington)

·        M/S/C (Wozniak/Maio) moved Item 34(8) Landscaped Traffic Barriers/Spring from Budget Referral to Council Consent Calendar

5.            Review and Action on Time Critical Items Submitted:

(1)    M/S/C (Wozniak/Maio) added item submitted by Councilmember Worthington (Budget Referral:  $280,000 for BOSS Ursula Sherman Village Project) and acknowledged submittal of two revised agenda reports – (Ayes – Maio and Wozniak; Abstain – Bates)

 6.             Discussion and Direction:

(1)   Joint meetings in June to affect the transition of the new Housing Authority  - June 12, 2007 proposed agenda - approved

(2 Land Use Matters: (PDF, 10 KB)  - concurred:

·        1300 Martin Luther King Jr. Way (Maybeck House) – placeholder hearing date suggested July 17, 2007

·        2629-2635 Ashby Avenue (Wright’s Garage) – placeholder hearing date suggested July 9, 2007

·        2721 Shattuck Avenue (Nextel) (remanded back to ZAB on 5/22/07)

·        2721 Shattuck Avenue (Verizon) (remanded back to ZAB on 5/22/07)

 

Mayor Bates proposed the following practices for upcoming meetings:

·        Items that are removed from the Consent Calendar and deemed to be controversarial in nature will be considered at the end of the agenda

·        The Mayor will call for public comments on items on the Consent Calendar – Council will hear from one speaker in support – persons in the audience who are also in support will stand to be recognized.  The Mayor will then entertain one comment in opposition and follow the same process.  If the Mayor determines that there are several persons wishing to speak to the item, the item will be removed from the Consent Calendar and considered at the end of the agenda

·        Unless requested by an individual Councilmember, the Mayor may exercise a two minute speaking limitation to Councilmembers

·        Meetings will adjourn at 11:00 p.m. – any items outstanding at that time will be carried over to a date/time specific

·        The City Clerk will post public speaking process on the agenda and make available at the meetings

7.            M/S/C (Wozniak/Maio) adjourned at 3:00 p.m.

**At its March 11, 2003 meeting, the City Council adopted Resolution No. 61,968-N.S. changing the name of the Rules Committee to the “Agenda Committee” to better reflect its duties.
