BERKELEY HOUSING AUTHORITY MEETING

 

TUESDAY, SEPTEMBER 28, 1999

 

Preliminary Matters

 

Roll Call:  7:10 p.m.  All present.

 

Comments from the Public:   One speaker regarding application for Section 8 certificates for people with disabilities which was denied; request for report on next agenda.

 

Consent Calendar

 

Action:  Moved, seconded, carried (Worthington/Olds) to adopt the Consent Calendar in one motion except as indicated.

  1. Minutes for Approval
    From:  Executive Officer
    Recommendation:
      Approve the minutes for Authority meeting of July 20, 1999.

    Action:  Approved minutes (Abstain – Breland).

     

  2. Annual Public Housing Management Assessment Program
    From:  Executive Officer
    Recommendation:
      Adopt a Resolution authorizing the Executive Director to submit the required annual Public Housing Management Assessment Program (PHMAP) report to the U.S. Department of Housing and Urban Development (HUD) for Fiscal Year ending June 30, 1999.

    Action:  Adopted Resolution No. 604.

     

  3. Contract:  Landscape Maintenance for Rental Housing Units
    From:  Executive Officer
    Recommendation:
      Adopt a Resolution authorizing the Executive Officer to execute a contract and any amendments with Honda Landscape and Maintenance, Inc. for landscape maintenance services for 78 units of rental housing owned and/or managed by the Berkeley Housing Authority (BHA) for an initial 9-month period with an option to renew an additional 12-month period in an amount not to exceed $25,000 per year; and authorizing the Executive Officer to amend the payment provision as necessary to reflect any changes in the U.S. Department of Housing and Urban Development (HUD) mandated wage determination.

    Action:  Removed from the Consent Calendar by Authority Member Woolley.  Moved, seconded, carried (Olds/Payne) to adopt Resolution No. 605 and that the Executive Officer report back on moving the trash can area to a better place; include other enhancements to improve the appearance; to include in next year’s contract that landscaping contractors hire young persons who live in the units for training; and that the tenant group be reactivated.

     

  4. Comprehensive Improvement Assistance Program Budget
    From:  Executive Officer
    Recommendation:
      Adopt a Resolution approving the Comprehensive Improvement Assistance Program (CIAP) budget submitted to the U.S. Department of Housing and Urban Development Department (HUD) for Federal Fiscal Year 1999.

    Action:  Adopted Resolution No. 606.

     

  5. Amend Section 8 Administrative Plan
    From:  Executive Officer
    Recommendation:
      Adopt a Resolution amending Resolution No. 588, which adopted the Section 8 Administrative Plan to revise the "Establishing Preferences and Maintaining the Waiting List" section.

    Action:  Adopted Resolution No. 607.
