TUESDAY,  MAY 9, 2000

Consent Calendar

  1.   Minutes for Approval

            From:  City Manager

Recommendation:  Approve the minutes for the meetings of March 28, 2000 (special) and April 4, 2000 (special).

Action:  Removed from the Consent Calendar by Authority Member Wheeler.  Moved, seconded, carried (Wheeler/Armstrong) to approve minutes as amended by Agency member Wheeler to add the following to Recommendation of Item 1, minutes of April 4:  "not to exceed 5% of the number of applicants who were initially placed on the current BHA waiting list."

2.         Resident Advisory Board (CR 2000-74)

      From:  Executive Officer

      Recommendation:  Adopt a Resolution establishing an interim Resident Advisory Board comprised of eleven (11) members to act as consultant to the Housing Authority on the development of the mandated five-year and annual agency plans, with each Berkeley Housing Authority Board member appointing one member to the Board.

Action:  Removed from the Consent Calendar by Authority Member Worthington and considered along with Item 5.  Moved, seconded, carried (Spring/Maio) to 1) adopt Resolution No. 611; 2) refer the following provisions suggested by Housing Rights, Inc. to the Executive Officer:  a) three Town Hall meetings scheduled for May 17, 24 and 31 be added to the time line for the BHA Plan; b) a permanent Resident Advisory Board (RAB) process will begin two months after the RAB is submitted with a permanent RAB formed four months after the plan is submitted; and c) one or two RAB meetings will be held during the 45-day comment period; and 3) refer suggestions in the letter from Housing Rights Inc. to staff regarding the formation of the Resident Advisory Board.

3.         Addition of Chapter 20 to Administrative Plan

      From:  Executive Officer

Recommendation:  Adopt a Resolution approving and adding Chapter 20 to the Berkeley Housing Authority (BHA) Administrative Plan establishing the BHA's unit selection policy, advertising, and owner application requirements for the Section 8 Project-Based Certificate/Voucher Program.

Action:  Removed from the Consent Calendar by Authority Member Wheeler.  Moved, seconded, carried (Wheeler/Payne) to adopt Resolution No. 612 amended by Agency Member Wheeler to: 1) require under “city inspections” that the BHA “will” participate in a meeting scheduled with tenants to discuss the program;  2) add Senior Centers and Public Schools under the “description of property” section, listing the distance from properties to these facilities; and 3) include an age identifier under the “proposed new construction or rehabilitation” section providing tenant information.

4.         Preventing Homelessness

            From:  Authority Member Spring

Recommendation:  1) The Director of the Berkeley Housing Authority work to insure that Section 8 holders not lose their leases or Section 8 certificates due to financial hardship; and 2) that the City Council grant an emergency $8,000 for this emergency effort and request that the Housing Director return with a proposal by the midterm budget in June 2000 with a proposal of financial assistance required to make this program operate on an ongoing basis.

Action:  Removed from the Consent Calendar by Authority Member Armstrong.  Moved, seconded, carried (Spring/Maio) to refer to staff a request for a report on developing an on-going homeless prevention program including costs associated with such a program.

5.         Expanding the Planning Process for Resident Advisory Boards

            From:  Agencymember Spring

Recommendation:  The Housing Advisory Board adopt the following recommendations:  1) BHA will work with Affordable Housing Associates (AHA) and all interested Housing Authority tenants in the planning process for resident advisory boards; 2) within two months after the plan is submitted to HUD, two permanent Residential Advisory Boards (RAB) will be created; and 3) at least three public meetings separate from RAB meetings will be held for input.

6.         Updating Annual Inspections and Re-certification

            From:  Agencymember Spring

Recommendation:  At the next Housing Authority meeting the Director update the Council on the pending cases needing annual inspection and/or re-certification; and the plan for completing these.

Recommendation:  Approve the minutes for the meeting of September 28, 1999 (regular).
