Roll Call: 6:30 p.m.  All present.

Consent Calendar

 

Action:  Moved, seconded, carried (Maio/Breland) to approve Consent Calendar items in one motion except as indicated.

 

1.         Utility Allowance

            From:  Acting Executive Officer

Recommendation:  Adopt a Resolution establishing a revised Utility Allowance Schedule for use in administration of Section 8 and the Public Housing programs effective March 1, 2001.

Action:  Removed from the Consent Calendar by Authority Member Olds.  Moved, seconded, carried (Olds/Maio) to adopt Resolution No. 621.

 

2.         Project-Based Section 8 Certificates

            From:  Acting Executive Officer

Recommendation:  Adopt a Resolution approving the issuance of fourteen Project-Based Section 8 Vouchers to Affordable Housing Associates and one to Jubilee Restoration, Inc., and authorizing the Acting Executive Officer to execute all necessary documents to initiate the Project-Based Section 8 Vouchers.

            Action:  Adopted Resolution No. 622. 

 

3.         Contract:  Housing Software

            From:  Acting Executive Officer

Recommendation:  Adopt a Resolution authorizing the Executive Officer to amend the existing contract with Memory Lane Systems to increase the contract by $25,000 to an amount not to exceed $133,970 and extend the term through May 1, 2002; and authorizing the Executive Officer to further amend the contract as necessary throughout the life of the contract.

4.         BHA Administrative Plan (CR# 246-00)

            From:  Acting Executive Officer

Recommendation:  Adopt a Resolution amending Resolution No. 610 which adopted the Section 8 Administrative Plan to revise Chapter 8, Certificate/Voucher Issuance and Briefings, as follows:  a) Section E. Security and Deposit Requirements, to establish a security deposit fund to reimburse landlords for tenant-caused damages when tenant contributions to the security deposit under a gradual payment plan is insufficient to cover the damage costs; and b) Section F, Term of Certificate/Voucher, to extend the time allowed for voucher recipients to secure Section 8 housing to a total of 180 days which include two sixty-day extensions subject to BHA approval.

Action:  Removed from the Consent Calendar by Authority Member Payne.  Moved, seconded, carried (Payne/Breland) to adopt Resolution No. 624.

 

5.         Stipend for BHA Board Commissioners

            From:  Acting Executive Officer

Recommendation:  Adopt a Resolution authorizing up to $50 per meeting stipend to Housing Authority (BHA) Board Commissioners for attendance at board meetings, not to exceed four meetings per month.

6.         Budget and Work Program Update

Actions:  Heard presentation. 

Moved, seconded, carried (Spring/Breland; Noes - Armstrong, Hawley, Olds, Shirek, Dean) to request staff, at its discretion, to work with the Resident Advisory Board to develop a survey to determine what property owners need to either become or continue to be Section 8 participants.

 

Moved, seconded, carried (Spring/Breland; Noes - Armstrong, Olds, Shirek) to refer to the Housing Advisory Commission a recommended goal to create fifty additional units of Section 8 housing per year and to refer to staff and the Planning Commission a proposal to provide developers who participate in Section 8 an increase in density bonuses.

7.         Housing Authority Governing Board (CR# 152-00)

            From:  Acting Executive Officer

Recommendation:  Provide direction on which option to pursue on reconstituting the Housing Authority governing board.

Action:  Moved, seconded, carried (Maio/Payne) to table the matter until staff determines the appropriate time to bring it back for Authority consideration.
