  1. Berkeley Housing Authority Overview
    From:  Executive Officer
    Recommendation:  Approve in concept the Executive Director’s plan for reorganization of the Housing Authority and direct that a detailed implementation plan and necessary resolutions be prepared and presented to the Board at the November 27, 2001 meeting.

    Action:  Moved, seconded, carried (Maio/Payne) to approve recommendation amended to include that staff continue to maintain good communications with tenants, staff and unions.  Staff to report back on 1) proposal for stipend for RAB members to cover expenses; 2) shared units; 3) the dollar gap for a viable housing program; 4) bifurcated inspection program;  5) plan to pay back HUD loan; 6) homeownership; and 7) history of past City financial support for the BHA.

    4. Contract:  Building Maintenance (Recess Item)

      Recommendation:  Adopt a Resolution authorizing the Executive Officer to amend the existing contract with AA-1 Construction to increase the contract by $140,000 for a total contract amount not to exceed $180,000.

    5. Contract:  Public Housing Rehabilitation 
      From:  Executive Officer
      Recommendation:  Adopt a Resolution authorizing the Executive Officer to execute a contract and any amendments with Affordable Housing Associates (AHA) for repair and maintenance of eight units at Ward Street Public Housing site, covering the period October 1, 2001 through December 31, 2001 in an amount not to exceed $160,000.

  1. Approval of Authority Minutes

    Recommendation:  
    Approve the minutes for the meeting of June 26, 2001 (regular) and July 24, 2001 (regular).

  2. Berkeley Housing Authority Resident Advisory Board(s) and Councils
    From:  Authority Member Wheeler
    Recommendation:  Request a Report from the Executive Director on the progress of the Resident Advisory Board(s) and Resident Councils; to include 1) how the HA and the Board(s) and Councils have worked together;  2) current membership rosters and contact persons (sometimes referred to as officers), resignations and replacements, availability of agendas and minutes of noticed-meetings, stipends and other enabling resources, recommendations made by the Board(s) and Councils; 3) dates of noticed-RAB meetings; and 4)  provision for representation by tenants in Section 8 project-based housing under BHA purview.

  3. Priority for Services and Resources Through the City’s Energy Program

    Recommendation: 
    The Executive Director of the Housing Authority is requested to obtain City Council approval to give priority to Housing Authority residents, Section 8 Certificate/Voucher holders, and Shelter Plus Care Certificate holders for services and resources through the City’s energy programs.
