Consent Calendar

Action:   Moved, seconded, carried (Maio/Armstrong) to adopt the Consent Calendar in one motion except as indicated:

  1. Minutes for Approval
    From:  Executive Officer
    Recommendation:
      Approve the minutes for Authority meeting of:  a). Jan 15, 2002 (regular)

    Action:  Approved minutes.

     

  2. Agreement:  Landscape Maintenance Services

    From:  Executive Officer

    Recommendation:  Adopt a Resolution authorizing a Request for Proposal (RFP) for Landscape Maintenance services for the 75-units of rental housing units owned by the Berkeley Housing Authority and authorizing the Executive Officer to execute an agreement and any amendments for a term not to exceed twelve months, with an option to renew an additional twelve months period in an amount not to exceed $25,000 per year; and authorizing the Executive Officer to amend the payment provision as necessary to reflect any changes in the U.S. Department of Housing and Urban Development (HUD) mandated wage determination.

  3. Contract:  Building Maintenance

    From:  Executive Officer

    Recommendation:  Adopt a Resolution authorizing the Executive Officer to amend the existing contract with AA-1 Construction to increase the contract by $82,000 for the first phase of the rehabilitation work and an additional $25,500 for building maintenance services for a total contract amount not to exceed $377,500 and extending the term through June 30, 2002.

  4. Purchase Order:  Temporary Employment Agency Services

    From:  Executive Officer

    Recommendation:  Adopt a Resolution authorizing increasing the purchase order up to $50,000 for TAC Staffing Services for temporary employment services for the period July 1, 2001 to January 31, 2002.

  5. Project Based Section 8 Certificates

    From:  Executive Officer

    Recommendation:  Adopt a Resolution approving the issuance, for 27 affordable units of the Outback Senior Homes Development, Project Based Section 8 Vouchers to Affordable Housing Associates and authorizing the Executive Officer to execute all necessary documents to initiate the Project Based Section 8 Vouchers.

    Action:   Removed from Consent  Calendar by Mayor Dean.  Moved, seconded, carried

  1. Application for HUD Section 108 Loan Guarantee

    From:  Executive Officer

    Recommendation:  Adopt a Resolution approving the use of the Community Development Block Grant (CDBG) allocation as the principal subsidy for the purposes of participating in the Department of Housing (HUD) Section 108 Loan Guarantee Program and direct staff to submit Section 108 Loan application to HUD for consideration on the Outback Senior Homes.

  2. Resident Advisory Board

    From:  Executive Officer

    Recommendation:  Adopt a Resolution repealing Resolutions No. 633 and No. 640, and further establishing the Public Housing Resident Council (PHRC), comprised of five residents elected by a vote among resident peers, and two Resident Advisory Boards (RAB) as follows: the Public Housing RAB to be comprised of the five members elected to the PHRC; and the Section 8 RAB to be comprised of five Section 8 residents appointed by the Berkeley Housing Authority (BHA) Board, with nominations made by a selection committee comprised of the two Resident BHA Board members and up to three other Board members. Furthermore, both RABs shall be governed by the Commissioner’s Manual, including provisions for stipends, term of office, and filling of vacancies.

    Action:   Moved, seconded, carried (Payne/Maio; Abstain – Olds) to adopt Resolution No. 651.  Authority subcommittee, Payne, Spring, Wheeler and Worthington, to act as nominating committee.
