Preliminary Matters

 

Roll Call:  6:10 P.M.  Authority Member Olds

 

Chairperson Dean announced that Authority member Wheeler has resigned from the Housing Authority effective this date.

Consent Calendar

 

Action:  Moved, seconded, carried (Maio/Breland; Absent Olds) to adopt the Consent Calendar in one motion except as indicated: 

  1. Minutes for Approval
    From:  Executive Officer
    Recommendation:
      Approve the minutes for Authority meeting of:  a) March 19, 2002.

    Action:  Approved minutes

     

  2. Contract:  Jubilee Senior Homes 2577 San Pablo Avenue

    From:  Executive Officer

    Recommendation:  Adopt a Resolution approving the allocation for Project-Based Section 8 Certificates/Vouchers for 27 affordable units of Jubilee Senior Homes, 2577 San Pablo Avenue, and authorizing the Executive Officer to execute a Housing Assistance Payment Contract and any amendments with Jubilee Senior Homes, L.P.

  3. Section 8 Administrative Plan

    From:  Executive Officer

    Recommendation:  Adopt a Resolution amending Resolution No. 652 (Berkeley Housing Authority Section 8 Administrative Plan) by a) amending Chapter 5, Selection From the Waiting List; to modify the local preferences; clarify the program description for Emergency Prioritization Program; establish separate ranking and issue a unique number to each applicant on the Section 8 waiting list; and b) adding Chapter 20, Section 8 Homeownership Program.

    Action:  Removed from Consent Calendar by Authority member Maio.  Moved, seconded, carried (Maio/Payne; Absent - Olds) to adopt Resolution No. 655

     

  4. Admission and Continued Occupancy Policy

    From:  Executive Officer

    Recommendation:  Adopt a Resolution readopting the Admission and Continued Occupancy Policy and rescinding Resolution No. 550 and all subsequent amendments, to reflect the new HUD language in effect after June 1999.

  5. Waiting List of Candidates to Section 8 Residents Advisory Board

    From:  Authority Member Spring

    Recommendation:  Request the Executive Officer to have previous candidates for the Section 8 Residents Advisory Board who were not contacted in the previous selection process, be selected as alternatives in the event current membership declines due to a lack of participation or resignation.

    Action:  Removed from Consent Calendar by Authority member Breland.  Moved, seconded, carried (Breland/Maio; Absent Olds) to approve the recommendation as amended by Councilmember Breland to designate Stephanie Martinez as an alternate.

Public Hearing

  1. Annual Plan Update for Fiscal Year 2002-03

    From:  Executive Officer

    Recommendation:  Conduct a public hearing on the draft Annual Agency Plan and defer action to approve the final plan to the June 18, 2002 meeting.

    Public Testimony:  The Chair opened the public hearing.  12 speakers.  Moved, seconded, carried (Maio/Spring; Absent- Armstrong, Olds) to close the public hearing.

    Action:  Decision held over to the meeting of June 18, 2002.
