Consent Calendar

Action:  Moved, seconded, carried (Worthington/Breland; Absent Hawley, Spring) to adopt the Consent Calendar in one motion except as indicated:

  1. Minutes for Approval
    From:  Executive Officer
    Recommendation:
      Approve the minutes for Authority meeting of May 21, 2002.

    Contact: Sherry M. Kelly, Authority Clerk, 981-6900

    Action:  Approved minutes.

     

  2. Amendment to the Administrative Plan

    From: City Manager

    Recommendation: Adopt a Resolution amending Resolution No. 652 (Berkeley Housing Authority Section 8 Administrative Plan) by amending Chapter 5, Selection From the Waiting List, to allow non- residents on the Section 8 waiting list to be assigned a higher rank if they qualify for one or more local preference.

    Action: Adopted Resolution No. 657

     

  3. Loan from the Berkeley Redevelopment Agency

    From: City Manager

    Recommendation: Adopt a Resolution authorizing the Executive Officer or his designee to enter into a loan agreement with the Berkeley Redevelopment Agency to accept a loan in the amount of $600,000 for the rehabilitation of the public housing units.

  4. Budget for Rental Housing Construction

    From: City Manager

    Recommendation: Adopt a Resolution approving Fiscal Year 2002-2003 Budget for 14 units of Rental Housing Construction Program units and authorizing the Executive Officer to amend the contract with the State Department of Housing and Community Development (HCD)

    Action: Adopted Resolution No. 659

     

  5. Subsidy: Low Rent Public Housing

    From: City Manager

    Recommendation: Adopt a Resolution approving Fiscal Year 2002-2003 operating fund subsidy request for 61 units of low rent public housing units in the amount of $134,718 and authorizing the Executive Officer to execute a contract and any amendments with the U.S. Department of Urban and Development (HUD).

    Contact: Stephen Barton, Housing, 981-5400

    Action: Removed from Consent Calendar by Authority Member Payne. Moved, seconded, carried (Payne/Olds; Absent Spring, Worthington) to hold this matter over to a future meeting and referred to the City Manager for clarification of figures.

     

  6. Annual Plan Update: Fiscal Year 2002-2003

    From: City Manager

    Recommendation: Adopt the Annual Plan update for Fiscal Year 2002-2003 and authorize the Executive Officer to submit the Plan to the U.S. Department of Housing and Urban Development. (HUD).

    Contact: Stephen Barton, Housing, 981-5400

    Action: Removed from Consent Calendar by Authority Member Payne. Moved, seconded, carried  (Armstrong/Worthington; Absent Spring) to adopt Resolution No. 660 revised to incorporate comments of Authority Members.
