BERKELEY HOUSING AUTHORITY MEETING
Tuesday, March 16, 2004 – 6:30 P.M.

The Authority may take action related to any subject listed on the Agenda.
This
meeting will be conducted in accordance with the Brown Act, Government Code
Section 54953, Teleconferencing. Any
member of the public may attend this meeting at either the Council Chambers or
at the teleconference location.

Roll Call
Public Comment: A total of 30 minutes is scheduled. Each speaker is limited to a maximum of 3 minutes.
Authority Action: The Housing Authority may take action related to any subject listed on the Agenda.
Consent Calendar
The Authority will consider removal and addition of items to the Consent Calendar prior to voting on the Consent Calendar. All items remaining on the Consent Calendar will be approved in one motion. Items removed from the Consent Calendar will be taken up after the "Action Calendar" unless the Authority reorders the agenda.

Recommendation: Approve the minutes for Authority meetings of February 17, 2004.

2. Payment Standard: Section 8 Units (PDF, 326 KB)

Recommendation: Adopt a Resolution approving a new payment standard schedule for Section 8 units effective April 1, 2004, increasing Project-Based units while leaving the current payment standard at the December 2002 rates for all other Section 8 units and rescinding Resolution 670.

3. Proposed Federal Legislation for the FY 2005 Section 8 Program (PDF, 169 KB)

Recommendation: Direct staff to prepare and send letters on behalf of the Housing Authority to U.S. Senators Dianne Feinstein and Barbara Boxer, Congresswoman Barbara Lee, and Acting HUD Secretary, Alphonso Jackson opposing the federal administration’s proposed changes to the FY 2005 Section 8 Housing Choice Voucher Program that will reduce the amount of housing assistance payments available to provide subsidized rental housing as well as reduce the administrative fees earning potential of local housing authorities.
