Preliminary Matters
Roll Call
Public Comment: A total of 30 minutes is scheduled. Each speaker is limited to a maximum of 3 minutes.
Authority Action: The Housing Authority may take action related to any subject listed on the Agenda.
Consent Calendar
The Authority will consider removal and addition of items to the Consent Calendar prior to voting on the Consent Calendar. All items remaining on the Consent Calendar will be approved in one motion. Items removed from the Consent Calendar will be taken up after the "Action Calendar" unless the Authority reorders the agenda.

Recommendation: Approve the minutes for Authority meetings of November 16, 2004 (regular).

2. Revised Administrative Plan Concerning the Project-Based Section 8 Voucher Program (PDF, 951 KB)

Recommendation: Adopt a Resolution approving revisions to the Project-Based Section 8 and the Exhibit 3 portions of the Housing Authority’s Administrative Plan, dated July 1, 2004.
Financial Implications: Housing Trust Fund – Increased savings.

3. Housing Authority and Police Department Coordination (PDF, 389 KB) (CF 48-04)

Recommendation: Adopt a Resolution in support of the procedures in place between the Housing Authority and the Berkeley Police Department for tracking violations related to criminal and drug-related activities for participants in the Section 8 and Public Housing programs.

4. New Memorandum of Agreement with HUD for Public Housing (PDF, 3 MB)

Recommendation: Adopt a Resolution approving a new Memorandum of Agreement (MOA) between the Housing Authority (BHA) and the U.S. Department of Housing and Urban Development (HUD) which sets forth responsibilities that are intended to improve ratings and assist the BHA in achieving performance targets and recovery from its “Troubled” status for the Public Housing Program.
