Recommendation: Approve the minutes for Authority meeting of July 19, 2005 (regular).

2. Five-Year and Annual Plan: FY 2005-2009 (PDF, 1 MB)

Recommendation: Conduct a public hearing and upon conclusion, adopt a Resolution approving the Housing Authority's Five-Year and Annual Plan for FY 2005-2009 and authorizing the Executive Officer to certify and submit the Five-Year and Annual Plan to the U.S. Department of Housing and Urban Development.

3. Amendment to the Administrative Plan Including Prioritization for Families Displaced by Hurricane Katrina (PDF, 332 KB) (To be delivered)

Recommendation: Adopt a Resolution approving the Berkeley Housing Authority’s amended Section 8 Administrative Plan, which has been revised to comply with Fair Housing requirements and rescinding Resolution No. 694.

Action: Moved, seconded, carried (Worthington/Anderson) to adopt Resolution No. 714 (PDF, 5 MB) as amended by Councilmember Worthington to request staff to actively ensure that no Berkeley residents are moved from the priority list. Councilmember Spring requested that the City Manager write a letter to federal representatives and other relevant organizations asking President Bush to release more funds for housing Katrina victims.
4. Annual Management Assessment for Public Housing Agencies (PDF, 2 MB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to electronically submit the Annual Public Housing Assessment System (PHAS) management operations certification report to the U.S. Department of Housing and Urban Development (HUD) for Fiscal Year ending June 30, 2005.
