1.    FIVE-TON GROSS VEHICLE WEIGHT LIMIT ZONE MODIFICATION

Pursuant to Berkeley Municipal Code Section 14.56.050A, it is unlawful for any person to operate any vehicle exceeding five tons gross vehicle weight limit on certain roadways. The recommendation is to add streets in the area bounded by Dwight Way, Martin Luther King Jr. Way, Addison Street and McKinley Avenue, and Grant Street between Dwight Way and University Avenue. This expansion will establish a more reasonable boundary so truck drivers considering entering the neighborhood from the east will see five gross vehicle weight limit signs at Martin Luther King Jr. Way and therefore have an opportunity to stay on Martin Luther King Jr. Way rather than entering the Neighborhood. 2.    PROPOSED INCREASE IN FEES FOR SERVICES AT THE BERKELEY MARINA

Recommendation: The City of Berkeley Department of Parks and Waterfront is proposing to establish a new fee schedule for services rendered at the Berkeley Marina, as authorized by Berkeley Municipal Code (BMC) Chapter 6.20.040. The new fee schedule will increase slip fees as well as fees for other Marina services. The amount of the fee increases will vary according to the size of the berth or service provided. Monthly fees for about 80 percent of the Marina’s berths will increase from 1 to 9 percent. Fees for the shortest, downwind slips will decrease from 1 to 11 percent; and fees for the longest, upwind slips will increase from 11 to 19 percent. Monthly dry storage will increase by 31 to 33 percent. These fees are intended to assist the City in covering costs associated with maintaining public facilities at the Marina and in providing services to persons who use the Marina. The fee increases will generate approximately $150,000 to $180,000 per year for the Marina Enterprise Fund depending on occupancy. 3.    EXTENDING RESIDENTIAL PERMIT PARKING

Recommendation:
To consider extending residential permit parking on Olympus Avenue between Fairlawn Drive and Wilson Circle and all of Wilson Circle, on Prince Street between Shattuck Avenue and Wheeler Street, on McGee Avenue between Francisco Street and Delaware Street; and remove the block of Oregon Street between Adeline Street and Shattuck Avenue from Residential Permit Parking Area J.

The Residential Permit Parking Program allows for residents to petition the City to "opt-in" or "opt-out" of the Residential Permit Parking Program. Complying with the requirements, the blocks now being considered for opting into the Residential Permit Parking Program have submitted the qualifying signatures on petitions and also have at least 75% of the curb spaces occupied during the morning and mid-afternoon observations periods.
