Recommendation:
The
Berkeley Redevelopment Agency Board will conduct a public hearing on a proposed amendment
to Five-Year Implementation Plan Area for the years 2000 through 2004 for the West
Berkeley Redevelopment Project. State law
requires that redevelopment agencies adopt implementation plans every five years for each
redevelopment project. On December 7, 1999,
the Berkeley Redevelopment Agency adopted an implementation plan for the West Berkeley
Redevelopment Project for the years 2000 through 2004.
That implementation plan proposed the following projects for the West
Berkeley Redevelopment Project: (1) improvements to Berkeleys Rail Stop at the foot
of University Avenue; (2) a possible central parking facility for the Fourth Street retail
district; (3) streetscape improvements, including a pedestrian/bike connection to Aquatic
Park and the I-80 bridge; (4) improvements to the Gilman/I-80 Interchange; and (5) funding
of low and moderate-income housing.
The Agency now proposes to amend the Five-Year Implementation Plan
for the West Berkeley Redevelopment Project Area to include the following project:
Construction of the
I-80 Pedestrian/Bicycle Overcrossing
The Agency proposes to provide funding for the construction of the
Overcrossing. Funding for the
Overcrossing will be provided in part by reducing the $3,000,000 allocated in the Agency's
Five-Year Implementation Plan for a possible central parking facility to serve the Fourth
Street retail district. The Overcrossing will provide pedestrian,
wheelchair and bicycle access over
I-80 from the north side of Aquatic Park to the Marina, the planned
Bay Trail and the planned State Shoreline Park. The City Attorney has determined that
Agency funding can be provided for the Overcrossing if the Agency and the Agency Board
make findings that the Overcrossing benefits the Project Area. For more information contact Wendy Cosin,

to speak at the public hearing may receive a speaker card from the Agency Clerk at the
start of the Council meeting up until the closure of the public hearing.
Written
comments should be mailed or delivered directly to the Agency Clerk, 1900 Addison
Street, Berkeley, CA 94704, in order to ensure delivery to all Agency members and
inclusion in the agenda packet. Comments
received not later than 12:00 noon, Monday, May 8, 2000, will be included in Agency agenda
packets. Comments received thereafter will be
